Justification Statement Regarding the Mitigation of the Hackberry Trees On-site
1. Analysis of the existing site conditions and tree mitigation requirements in the City of Atlantic
Beach,FL.
Common Hackberry (Celtis occidentalis) is a deciduous non-native tree growing on the subject
property. Hackberry is related to the northern elm. Although prolific in the northern US states,
Hackberry can be found growing in Florida, but does not flourish in Florida due to short winters
and long humid summers. According to the Institute of Food and Agricultural Sciences (IFAS) at
the University of Florida, the common hackberry tree does not transplant well due to the
extensive, coarsely branched root system. Skilled pruning is also required during the first 15
years of life to prevent formation of weak branch crotches and weak multiple trunks. Common
hackberry trees are not grown for commercial sale if Florida, due the limited growth area in
Florida and for the long-term maintenance requirements.
2. Existing Site Conditions
Existing subsurface conditions will require the excavation and replacement of 3 to 4 feet of soil
on the site. The site had been use at one time for the disposal of building construction debris
and recent geotechnical investigation show the extent of the debris (see geotech study for
specific details). Since the site must be excavated and new fill imported, the existing vegetation
will be removed.
The overall hardwood tree canopy is a mix of the hackberry, maple, hickory, mimosa, laurel oak
and pine trees. There are also a few sabal palms growing on-site. These trees were not planted
by man, but seeds were scattered on-site by birds, mammals and the wind. Analysis of that
vegetation shows that the tree canopy has succeeded over a 30 to 40 year period and has
acclimated to the existing subsurface condition. Inspection of the site shows significant tree
canopy, but the lack of pruning and maintenance of the trees has caused the existing trees to be
poorly formed and would not meet the City's standards for replace trees (Florida No. 1), so
transplanting is not an option
3. Recommended Replacement Program
Any tree impacts to the City of Atlantic Beach — Dog Park will be replaced on-site. The proposed
expansion of the existing retention pond will impact 385 caliper inches. These inches will be
replaced and additional trees will be planted in this area to help off -set the tree replacement
requirements within the proposed townhome development.
On the townhome parcel, a total of 1505 caliper inches are being impacted. As discussed above,
it is our professional opinion that the trees being impacted do not have significant value to the
City. They are pioneer trees, that have adapted to poor soils and will have significant cost to be
maintained over a long period. Based on Future Land Use and Zoning, the proposed townhome
development will serve a greater purpose to the City, not only as a housing alternative to
conventional single family residences, It will also provide a significant increase in property values
and ad valorem taxes to the City.
The proposed Landscape Plan provides for 927 caliper inches to be replanted
