6-28-16 iti, _, . , tt, CITY OF ATLANTIC BEACH s, CULTURAL ARTS and RECREATION ADVISORY COMMITTEE 'v VII ,r' Meeting Minutes Tuesday,June 28, 2016 Adele Grage Cultural Center Present: Julia Hite,Nick Malie,Pamela White,Jay Wilson, and Faye Wood, Timmy Johnson(City liaison),Della Giovanni(Secretary) Absent: Grant Healy 1. Call to order-Vice Chair,Nick Malie called the meeting to order- 6:01 pm 2. Approval of Special Meeting Minutes from April 19&June 6/Regular Meeting Minutes from June 26, 2016.Nick made motion;jay seconded the motion; all committee members in favor. 3. One visitor attended the meeting: Chris Jorgensen praised the committee for the nice programs offered but addressed concern of kids and teen programs,not enough programs offered; asked for more family activities,preferred at Tideviews Park with kayaking. 4. New Business a. Guest,Kirk Farber-FACE Program update 1. Funded by CARAC funds through contribution 2. Handout of Metrics of DCPS-Elementary level a. Program provides Fitness,Confidence,School Efforts,Social Skills, Behavior Choices,teaches to respect education,provides training to elementary students b. Survey at end of year to teachers concludes program helping students make wiser choices,better class behavior and grades,more confidence,being leaders,etc. c. Teaches teachers as well to create a culture in schools/classroom 3. Check website for further information-www.face4kids.org 4. Focuses on elementary schools; does occasional middle school assemblies; does some summer camps if it is for a good cause 5. 2016/17 emphasis on beaches community schools 6. Committee impressed with program and its purpose 7. Requested committee to continue to support program in the future a. No other cities help subsidize the program,schools unable to on individual level due to budget constraints b. Sculpture in Bull Park i. Mayor suggested White Sculpture currently at City Hall to be put at Bull Park ii. Committee concerns: cost to move sculpture,safety of children (use as apparatus to climb). Julia motioned to leave sculpture at current location,Jay seconded the motion; committed unanimously voted to leave sculpture at City Hall. iii. Leave Bull Park open for kids to roam,not enough traffic in Bull Park to prevent damage to it. Moving it gives more chances of damaging it. iv. Julia likes idea of Rotating Sculpture in Parks c. Ordinances-Timmy Johnson Necessary changes to update,need committee's input for recommendation to City Manager i. Sec.2.2 - Charitable Contributions prohibited 1. Example: Dial A Ride-City Commission makes city contributions to non-profits out the of committee's budget that does not fall under recreation/cultural events a. Julia-Dial a Ride takes people to events therefore would fall under the committee b. Recommended: commission still provide the service but take from another budget and not committee's budget ii. Sec. 5-31- Public parks'use prohibited after dark 1. Under current ordinance,change of hours for gated parks is going against the ordinance. 2. Committee preferred to keep a set time; not seasonal time changes iii. Sec. 19-3- Closing of streets for various events 1. Lately block parties are being denied,not what ordinance says a. Committee suggestion- allow public event street blockage only,not private events-use caution with wording on this b. Suggestion to allow private events with police presence-would have to be paid by private event; raise cost of street closure events c. Pam motioned to public event only; Nick seconded the motion Opposed-Julia,not allowing private blockage could have mixed reviews from neighborhoods and annual private events 5. Ongoing Business 1. Songwriters&Acoustic Night-Faye (Acoustic Night) a. Turnout was good b. Liked Food Truck addition c. Kids having a good time in park; nice family event d. No member reported on Songwriters' Concert 2. Committee Direction&Discussion-Timmy Johnson a. Grant met with Commissioner Stinson to be discussed when Grant returns b. What committee does vs. other committees c. Other than Bocce Ball Tournament,which was not successful,last event created was in 2005-tennis tournament by CARAC d. Committee needs to decide&report to commission e. Monthly meetings? TJ suggested quarterly meetings,based on the number of meetings that have occurred w/quorum&attendance history i. Review of events sponsored by CARAC-Julia ii. Bocce Ball-not enough input/meetings&can't talk to make successful-Faye iii. Not enough data to have to meet monthly-Jay iv. Events need to be planned during monthly; not enough time to make them happen w/ quarterly meetings-Julia • v. For new events- Need to decide what,as a committee,to do. Committee member(s) presents idea/proposal to commission; idea has to be completely coordinated for presentation; commission votes on event-TJ vi. There were 5 missed meetings since November-TJ vii. Julia proposed to continue monthly meetings viii. A committee member needs to coordinate planning an event monthly (1person coordinate an event to make it happen) ix. Faye-need more structure in coordinating events,ie: being told what to do;Would like discussion/plan on what is to be discussed for the next meeting before leaving each meeting x. Nick-Bocce Ball taught a lot about not getting things done,every other month vote xi. Committee voted to keep monthly meetings 3. Calendar of Events brochure- each member take a packet to distribute 4. Bocce Ball-Julia has an artist who has committed to create the art for the t- shirts&banner 5. Arts in the Park a. Event longevity,how it started &progressed-TJ b. First Aid Kit and First Aid Table needed c. Bocce Ball Demonstration @ AITP/Sign up Booth i. Set out a set of Bocce Balls to allow people to play ii. Was lost in this year's/not prepared d. Survey results reviewed i. Hours to be reconsidered at AITP meeting ii. Change in artist set up procedure iii. More visual art iv. Advertising deadline date v. Volunteer assigned designated areas vi. Entertainment changes vii. Male teenagers assist with set up&clean up 6. Jay would like to help coordinate Soccer a. TJ-Public Works received a grant for soccer field/designated to that cause; irrigation, Russell Park 7. Julia-T-ball outcome for fence with Boy Scout? a. TJ-Commission approved Eagle Scout Project to raise funds to put in chain link fence 8. Wellbeing Wednesday w/Chris Lester begins July 13 9. Adjournment-with no further business,Jay motioned for adjournment Julia seconded the motion to adjourn the meeting.
