Present: Grant Healy,Nick Malie, Beverly Norman, Dawn Pope,Pamela White, Faye Wood, Timmy Johnson

Absent: Jay Wilson
1. Call to order-Chair,Grant Healy called the meeting to order-6:00 pm
2. Approval of Regular Meeting Minutes from July 27, 2016.Nick motioned; Pam seconded the motion;all
committee members in favor.
3. Visitors recognized at the meeting: Chris Jorgensen-AB resident; Chris Lester-Well Being Organizer; Judith
Leroux supports Well Being program
4. Guests
a. Michael Hillegas-Pickle Ball Facility Proposal
1. History of Pickle Ball and growth of the sport
2. Distributed Problems/Solutions to have program in Atlantic Beach
a. Requesting permanent Pickle Ball Court in AB&offer clinics
b. Consider Donner Park,less usage
c. Need 1 tennis court to create 2 permanent Pickle Ball courts by painting
lines on current court w/net$600 gi create new court-repaint/
stripe/posts/holes/pipes$5000
b. Lou Keith-Tennis Federation regards to Pickle Ball
1. All concerns were addressed by Michael Hillegas
2. Stated concern of city contract w/pro,limiting usage to residents on courts
a. Request pro use courts during non-peak times
b. Request pro use Donner Courts to free up courts at Russell to residents
c. League playing during peak times-an issue
Faye recommended for committee to make recommendation to city for Pickle Ball request;
Beverly seconded. All in favor for recommendation to continue to commission.
5. Ongoing Business
1. Songwriters/Acoustic Night-Beverly out of town/unable to attend
2. Sculpture Walk-committee agreed Sculpture Walk not an interest at this time
3. Artisans'Faire-Pam White
a. 23 artists this year-increase from 16 last year
b. Responses due August 31 from invitees
c. September meeting to discuss committee's roles
d. All new artists invited
4. Bocce Ball-Grant/TJ
a. Sponsorship Jax Surf&Paddle want to help pay for event
i. Interested in November event
b. Does committee want to provide and participate or turn over to
Recreation Department?
5. Budget Review of 2015-16 spending
a. AB Programs-fund after school enrichment program
b. Mayport Middle School-funds transition classes to Middle School
c. Beaches Fine Arts-free programs available to community
d. Dial A Ride-provides transportation for disabled and seniors/not a JTA
program;request made for details of what funding is going towards
e. Discretionary Funds-use for citizens in best way; use caution
f. Suggestion for committee member to follow up on programs being
funded-Follow up Report in October: Dawn-school funding; Faye-
Beaches Fine Arts;TJ-Dial A Ride
6. New Business
1. Elections-Chairman's term is up
a. Pam recommended to re-nominate Grant; Nick motioned to re-nominate
b. Pam seconded motion;All in favor of re-nomination of Grant Healy
c. Vice Chair-Faye nominated Pam White; Grant seconded-all in favor
2. Julia Hite resigned-now have 2 openings for committee
3. Process for Recommendations by committee
a. Original idea to TJ to discuss to have put on agenda for discussion
b. Committee votes to accept idea to move forward to commission for
approval
c. Committee representative makes recommendation to Commission for
approval to implement
d. Project does not go forth until Commission approves
4. Guide to approve Funding/Funding Requests
a. Need to adhere to guidelines/rules on what committee is allowed to
approve
b. Procedure to support request; motioned and voted upon; once
approved,check is given at commission meeting(a board member
should be present for support of committee)
5. Committee to work smoothly on approved recommendation
a. ie: Pickle Ball,now that a yes vote from committee,procedure now goes
to City Manager to go to City Commission
i. Timeline-TJ to give committee updates of procedure
ii. Need clarification of what steps to take next
1. TJ to discuss w/Tennis-does not fall under committee

8. Adjournment-with no further business,Nick motioned for adjournment,Faye seconded the motion to
adjourn the meeting. The meeting was unanimously adjourned at 7:10 p.m.
