BACKGROUND: Mayor Reeves requested to have this topic on the November 14, 2016
Commission meeting agenda and to include the applicable Sections of our Charter. Below is the
language from Sections 8 and 9(13) in our Charter.
Sec. 8. - Presiding officer: Mayor.
The mayor-commissioner shall preside at all meetings of the city commission
and shall be recognized as head of the city government for all ceremonial purposes
and by the governor for all purposes of military law. When directed to do so by the
city commission the mayor-commissioner shall execute all instruments to which the
city is a party, unless otherwise provided by the Charter or by ordinance. The
mayor-commissioner shall have no regular administrative duties except as
authorized in this Charter but may appoint, from time to time, such special or select
committees as in his or her discretion he or she deems desirable to expedite the
handling of the business and affairs of the city. Other members of the city
commission may on occasion appoint special or select committees with the approval
of a majority of the commission. In the temporary absence or disability of the
mayor-commissioner, all duties of the mayor-commissioner shall be performed by
the mayor pro tempore.
Sec. 9. - Powers.
Except as may be otherwise provided in this Charter, all powers of the city and
the determination of all matters of policy shall be vested in the city commissiion.
Without limitation of the foregoing, the city commission shall have power to:
