Consider this an Official Notification of Violation. While investigating a complaint regarding the
occupancy of the aforementioned property, the City's Code Enforcement Officer determined that
you are in violation of the following City Code:
City Code, Chapter 24, Sec 24-17: refers to single-family dwellings as one occupied by a family.
By definition, a family shall mean one or more persons, related by blood, adoption or marriage,
living and cooking together as a single housekeeping unit, exclusive of household servants. A
social unit of not more then two (2) persons living and cooking together in a single
housekeeping unit, though not related by blood, adoption, or marriage, shall be deemed to
constitute a family.
In an effort to eliminate any undue hardship, you are granted 30 days from receipt of this
notification to bring your property into compliance by ensuring that not more than 2 unrelated
adults are residing at 1073 Little Cypress Key.
Furthermore, you are reminded as a property owner of your responsibilities to the community to
maintain your property in good order, and that violations of City Code can result in fines of up to
$500.00 per day, per violation from the Code Enforcement Board

Here is a copy of the letter I sent to the city so you know I started a motion to get the ball rolling. You might
want to pass that on to her and the others. Also Elise needs glasses. Animal control has confirmed twice
that they found no dog piles anywhere on his inspection and in fact he suggested that the girls to file a false
complaint charge against Elise and they did.They have a court date on the 25th and he also inspected the home
and has confirmed that they only have and always had just one dog(not dogs)and they have no cats or litter
boxes in the home. They don't have a cat,never had a cat and with the dog,they don't want a cat. So again why
is she saying they are throwing cat litter on her lawn. It looks like to me that Elise just trying to get a fire
started.....

Dear Commissioners,
My name is Phil Axt and I own a 3 bedroom that I used to live in and now its a rental unit in Atlantic Beach. Approximately
eight months ago I rented my townhome to two college girls for a one year lease so they could attend school here.
However, it was the parents that were going to pay the rent at that time while the gids attended school.
However, due to these tough economic times, probably the worst in the history of the United States,the father of one of
the gids lost his business and the mother of the other gid lost her job. Therefore they are no longer able to support their
own mortgage plus pay the rent for their daughters. So both gids are now going to college only part time and working part
time trying to try to make ends meet. However,they were falling behind financially, so the only choice they had was to let
another person move in with them in the third bedroom. I know that the AB law states that there are only to be two
unrelated people living in a rental at a time, but times have changed. It is harder to get places rented, and even landlords
like myself are so far upside down in real estate, we are trying to stay afloat. A vacant rental unit over a period of lime can
cause one to go into foreclosure,that's how tight things are out there.
I am asking all commissioners at this time during this financial tailspin that this country is in, if they will restructure an
outdated ordinance and implementing one that will allow one person per bedroom regardless of whether they are blood
related or not. It is foolish that I have a 3 bedroom unit and have space to park 4 cars on my property and I can only rent it
to two people. If the third person is not allowed to stay, you will have forced three young college students to quit collage
and move back home with their parents. We both lose when these conditions occur. I have a friend who has a 5 bedroom
house and he is in the same situation, he can only rent it to two people and because of these tough economic times,they
can't afford the place by themselves, so the house sits empty.
In closing, I know this rule was put in place back in the old Navy d ays when you didn't want multiple people sharing
bedrooms and hallway spaces and I can understand that but those days are over. I think it makes logical sense that if you
have a 3 bedroom home and parking for 3 cars, there should be no reason why you can't have three residents living
there. Next door there are 5 people living there and they have a parking problem, but just because they are all blood
related, its OK.What difference does that make that you have to be from the same breed to make it OK. Isn't that sort of
like discrimination?It is now to the point that families who have lost Meir homes are moving in with other families just
because they have nowhere else to go.. Foreclosures are out of control and whatever the city of Atlantic Beach can do to
help slow down these foreclosures and make changes to accommodate the citizens of Atlantic Beach like our US
government is doing for our country, would be greatly appreciated. I am sure that some of you are nearing the winter
years of your lives and have enough assets set aside to ride out storm, but many of us don't.

Thanks Alex, yes animal control has been quite helpful and I have put affidavits on file for the issues of the tenants dogs
in my yard. I know the code board agenda is set ahead of time, I wanted to find out what was being done about this
property. Thank you for the update.
The dog droppings on their own property was excessive, approximately 20 to 24 piles in an area approximately 12 feet by
12 feet and several piles of cat litter with droppings dumped in my landscaping.
The extra tenant at 1073 is the SAME extra tenant who has been there all along, GOLD SATURN. Phil Axt was under the
impression that they could get by with 3 tenants there.
