Fire Department Access and Water Supply
The requirements identified in this document are minimum standards.
The Authority Having Jurisdiction (AHJ),based on specific firefighting/and or Emergency Medical
Service (EMS) needs,may require necessary modifications to these minimum standards on a case-
by-case basis.
Fire department access roads must be provided for every community, facility,building,or portion
of a building.Set-up sites, fire lanes,and slopes in a project must be able to accommodate a truck
with dimensions as follows.
Overall length: 46 feet, 10 inches
Bumper to bump: 32 feet
Wheelbase length: 256 inches
Required dimensions for fire department access roads
•All pertinent dimensions of fire department access roads such as drivable roadway width turn
radius, cul-de-sacs,and T or Y turnarounds must be identified on a site plan.All sidewalks and
green space shall be identified separate from roadway dimensions.
•The minimum dimensions for fire department access roads shall be 20 feet unobstructed width
(two-way traffic) and not less than 13 feet 6 inches of unobstructed vertical clearance NFPA 1
18.2.3.4.1.1 The AHJ will accept one-way traffic lanes to be a minimum of 15 feet unobstructed
width.
• Fire Department access roads will have an unobstructed vertical clearance of not less than 13Ft. 6
Inches NFPA 1 18.2.3.4.1.2
• Dead end fire department access roads exceeding 150 feet shall be provided with approved
provisions for the turning around of fire apparatus NFPA 1 18.2.3.4.4

•A fire department access road shall extend to within 50 feet of a single exterior door providing
access to the interior of any and all buildings NFPA 1 18.2.3.2.1
• Fire department access roads shall be provided such that any portion of the facility or any portion

fully sprinklered) from a fire department access road as measured by an approved route around the

Non-Paved Fire Department Access Roads
• Fire Department access roads permitted to traverse through non-paved areas via"grass pavers"
or other approved means that will allow grass,foliage,or other landscaping material to grow shall
be clearly delineated with signs complying with NFPA 1 Florida Edition 1 18.2.3.5.1 The edges of
non-paved Fire Department access roads shall also be delineated in a manner that will make the
access road apparent under all conditions.
Fire hydrants.sprinkler systems.and other fire related devices
• Clearance from landscaping, parking, or other obstructions around fire hydrants and fire
department connections to sprinkler systems shall be a minimum of 36 in front of and to the
sides of each appliance NFPA 1 18.5.3
Water Supply
• An approved water supply capable of supplying the required fire flow for fire protection shall be
provided to all premises upon which facilities, buildings, or portions of buildings are hereafter
constructed or moved into the jurisdiction. The approved water supply shall be in accordance
with NFPA 1 18.4.
• Where no adequate or reliable water distribution system exists, approved reservoirs, pressure
tanks, elevated tanks, fire department tanker shuttles, or other approved systems capable of

RE: New JEA and Private Hydrant Markings
Prior to our last ISO rating, private fire hydrants in Duval County were painted red to delineate
them from JEA's hydrants and to allow JFRD crews to get permission from the owner prior to flow
testing or maintenance reporting. ISO requires all hydrants in our jurisdiction to meet NFPA 291
Recommended Practice for Flow Testing and Marking of Hydrants regardless of ownership.
NFPA 291 Chapter 5 Marking of Hydrants
5.1 Classification of Hydrants. Hydrants should be classified in accordance with their rated
capacities at 20 psi as follows:
(1) Class AA— Rated capacity of 150o gpm or greater
(2) Class A— Rated capacity of 1000-1499 gpm
(3) Class B — Rated capacity of 500-999 gpm
(4) Class C — Rated capacity of less than 500 gpm
5.2.1.2 The tops and nozzle caps should be painted with the following capacity-indicating color
scheme to provide simplicity and consistency with colors used in signal work for safety, danger,
and intermediate condition:
(i) Class AA— Light blue
(2) Class A— Green
(3) Class B — Orange
(4) Class C — Red
5.2.1.3 For rapid identification at night, it is recommended that the capacity colors be of
a reflective-type paint.

Effective today, all new private hydrant installations will meet the NFPA 291 requirement and the
body of the hydrant will be painted bright white to denote a non-JEA owned hydrant (private).
This process is handled through the Fire Marshal's Plans Review department.
JEA will meet the requirement by color coding the hydrants on our Fire Station Location and
Hydrant Proximity GIS mapping tool found at http://maps.coj.net/hydrantproximity/
It will take a while for all the old red hydrants to be painted to meet the new standards and JEA is
updating the GIS program as flow rates become available through their maintenance process.
In short, you will begin to see three sets of colored hydrants in Duval County: yellow, red, and
white with painted caps.
I strongly recommend you become familiar with the NFPA color markings and flow rates as this
might impact you choice of hydrant at a scene.

Yes...but, let's talk more about the LOMR-F and flood zone vs.X zone. Our conversation was the first I've heard about
the LOMR-F.
I've copied our LDR Section on building height, below. We have three possibilities, depending on flood zone and
variation of grade across the site.
Regarding FFE,we have two possibilities:
1) Site is in the flood zone: BFE+ Freeboard 2.5 ft. In this case 6'+2.5' =8.5'
2) Site is out of the flood zone: Minimum FFE is 7.4' NAVD (Local ordinance) and 12" above the nearest edge
of the street(Florida Building Code)
I think we have to know more about the LOMR and flood zone.

determining the maximum allowable height of building shall be used in accordance with the following:

Fire Department Access and Water Supply
The requirements identified in this document are minimum standards.
The Authority Having Jurisdiction (AHJ),based on specific firefighting/and or Emergency Medical
Service (EMS) needs,may require necessary modifications to these minimum standards on a case-
by-case basis.
Fire department access roads must be provided for every community,facility,building, or portion
of a building.Set-up sites, fire lanes,and slopes in a project must be able to accommodate a truck
with dimensions as follows.
Overall length: 46 feet, 10 inches

Required dimensions for fire department access roads
•All pertinent dimensions of fire department access roads such as drivable roadway width turn
radius, cul-de-sacs,and T or Y turnarounds must be identified on a site plan.All sidewalks and
green space shall be identified separate from roadway dimensions.
• The minimum dimensions for fire department access roads shall be 20 feet unobstructed width
(two-way traffic) and not less than 13 feet 6 inches of unobstructed vertical clearance NFPA 1
18.2.3.4.1.1 The AHJ will accept one-way traffic lanes to be a minimum of 15 feet unobstructed
width.

Building access
•A fire department access road shall extend to within 50 feet of a single exterior door providing
access to the interior of any and all buildings NFPA 1 18.2.3.2.1
• Fire department access roads shall be provided such that any portion of the facility or any portion
of an exterior wall of the first story of the building is located not more than 150 feet(450 feet if
fully sprinklered) from a fire department access road as measured by an approved route around the

Gated communities or properties
• Gates to communities or properties shall be a minimum 15 feet clear width if the approach to
and/or departure from the gate is not within a turn radius. • Gates that are within a turn radius
shall be a minimum 20 feet clear width.
• Fire Department access to gated communities shall be by Knox Key Switch ONLY or Knox padlock
model on manual gates where permitted
Emergency vehicle support capability
• Fire department access roads shall be designed and maintained to support a minimum of 40 tons
and shall be provided with a surface suitable for all-weather driving capabilities NFPA 1 18.2.3.4.2
Non-Paved Fire Department Access Roads
• Fire Department access roads permitted to traverse through non-paved areas via"grass pavers"
or other approved means that will allow grass,foliage,or other landscaping material to grow shall
be clearly delineated with signs complying with NFPA 1 Florida Edition 1 18.2.3.5.1 The edges of
non-paved Fire Department access roads shall also be delineated in a manner that will make the
access road apparent under all conditions.
Fire hydrants.sprinkler systems.and other fire related devices
• Clearance from landscaping, parking, or other obstructions around fire hydrants and fire
department connections to sprinkler systems shall be a minimum of 36 in front of and to the
sides of each appliance NFPA 1 18.5.3
Water Supply
• An approved water supply capable of supplying the required fire flow for fire protection shall be
provided to all premises upon which facilities, buildings, or portions of buildings are hereafter
constructed or moved into the jurisdiction. The approved water supply shall be in accordance
with NFPA 1 18.4.
• Where no adequate or reliable water distribution system exists, approved reservoirs, pressure
tanks, elevated tanks, fire department tanker shuttles, or other approved systems capable of
providing the required fire flow shall be permitted NFPA 1 18.3.1.1

RE: New JEA and Private Hydrant Markings
Prior to our last ISO rating, private fire hydrants in Duval County were painted red to delineate
them from JEA's hydrants and to allow JFRD crews to get permission from the owner prior to flow
testing or maintenance reporting. ISO requires all hydrants in our jurisdiction to meet NFPA 291
Recommended Practice for Flow Testing and Marking of Hydrants regardless of ownership.
NFPA 291 Chapter 5 Marking of Hydrants
5.1 Classification of Hydrants. Hydrants should be classified in accordance with their rated
capacities at 20 psi as follows:
(1) Class AA— Rated capacity of 1500 gpm or greater
(2) Class A— Rated capacity of 1000-1499 gpm
(3) Class B — Rated capacity of 500-999 gpm
(4) Class C — Rated capacity of less than 500 gpm
5.2.1.2 The tops and nozzle caps should be painted with the following capacity-indicating color
scheme to provide simplicity and consistency with colors used in signal work for safety, danger,
and intermediate condition:
(1) Class AA— Light blue
(2) Class A— Green
(3) Class B — Orange
(4) Class C — Red
5.2.1.3 For rapid identification at night, it is recommended that the capacity colors be of
a reflective-type paint.

Effective today, all new private hydrant installations will meet the NFPA 291 requirement and the
body of the hydrant will be painted bright white to denote a non-JEA owned hydrant (private).
This process is handled through the Fire Marshal's Plans Review department.
JEA will meet the requirement by color coding the hydrants on our Fire Station Location and
Hydrant Proximity GIS mapping tool found at http://maps.coj.net/hvdrantproximity/
It will take a while for all the old red hydrants to be painted to meet the new standards and JEA is
updating the GIS program as flow rates become available through their maintenance process.
In short, you will begin to see three sets of colored hydrants in Duval County: yellow, red, and
white with painted caps.
I strongly recommend you become familiar with the NFPA color markings and flow rates as this
might impact you choice of hydrant at a scene.
