PUBLIC WORKS DELIVERS
The City’s Public Works Department is small in number, but it’s very productive.
The Department’s 48 employees provide services which touch the lives of every
Atlantic Beach resident every day. From sanitation services to water and sewer
services, hard-working Public Works employees provide a safe and healthy environment. The Department’s crews can be seen daily on roads and streets clearing tree limbs and debris from the roadways, fixing potholes and drop-
offs, paving roads, digging ditches, erecting signs, and ensuring our parks are
safe and manicured. The Department also works behind the scenes to hire
consultants and contractors to construct and repair our infrastructure. We repair
and maintain all the City’s infrastructure including roads, drainage systems, water and sewer systems, City buildings, and City vehicles. We also provide permitting services to insure construction activities are in accordance with our
codes and that proper drainage is included.
It’s easy to pick up the phone or send an email when a tree limb is hanging
down, a sign is bent, or your garbage collection was missed, but it’s not so easy to recognize all the positive improvements and benefits the Public Works Department provides. The Department provides services year round. In the
past few months, Public Works has completed several visible projects including
paving and drainage improvements on Francis Avenue, the installation
of a trail and paving of the road to Dutton Island, and the installation of a
Combined Beaches Outfall discharge pipe. These projects are just a few of the many projects completed in the past year. Although the Department completes dozens of projects each year, the public isn’t aware of many of them – unless
you’re a direct recipient or user of the project. Besides all the daily Public
Works activities, some of the more noticeable projects of the past few months
have included:
• Screening around Veterans Park
• New fencing at Bull Park
• A new Soccer field in Russell Park
• The installation of a fence at the Russell Park T-Ball Field (A Boy Scout
project) • A pump installation in Howell Park to keep the turtle pond wet • The lining of approximately 6,000 feet of potentially leaking wastewater
lines
• The installation of a facility to remove Phosphorus from our wastewater
• The paving of Seminole Road from Five Points north
• Hurricane Matthew clean up • New signage for the Community Centers were installed

Hurricane Matthew was an all-hands-on-deck activity for Public Works.
Work to make the City safe began before the hurricane struck and included
putting up storm shutters on City buildings, clearing debris from storm systems
throughout the City, picking up and storing objects that could fly around in
the storm, and preparing our equipment among other things. Immediately after the hurricane passed, our Public Works employees began clearing roads so first responders and residents could re-enter the City. This was followed
by a month of removing debris from our right-of-ways. We are still repairing
damaged infrastructure such as minor repairs to our buildings and the repair of
our beach dune walkovers. Unfortunately the dune restoration itself which is
being handled by the U.S. Army Corps of Engineers is not scheduled to resume until April or May.
The rest of this year is full of upcoming projects to improve our City. Some of
these projects are routine annual events, but others are one of a kind special
projects. Here are some of the projects you’ll see underway by Public Works
in the next few months:
• Saltair neighborhood drainage improvements
• Aquatic Gardens drainage improvements
• Water service, drainage, and pavement improvements will begin on
Seminole Road • A sunscreen installation at Veteran’s Park • A sunscreen installation at Tideviews Park
• Tennis court repairs at Russell Park
• Bathroom improvements at Jordan Park
• Playground improvements at Jordan and Donner Parks
• The restoration of our Moonatee (the Manatee statue in Russell Park) • New sidewalks will be installed • Several roads will be repaved
• Wastewater Treatment Plant improvements will take place
• The replacement of 650 regular water meters with automatically read
meters will begin
• Improvements will be made to the Life Guard Station • A bike and pedestrian plaza will be constructed on Atlantic Boulevard and 3rd Street at the Northshore Plaza
• Improvements will be made to the Jasmine Pond
• The new Police Building will be completed
So, you see, a lot is happening in Atlantic Beach. If you see a Public Works employee along our streets, he or she is working diligently on your behalf to
provide a better City of Atlantic Beach. Thank them for their efforts.
WILD WONDERS
Returns to Dutton Island Preserve
Do you enjoy the great outdoors and nature? A hands-on nature program for the
entire family will be held at Dutton Island Preserve in Atlantic Beach beginning in March. Mike Rossi, an experienced local educator, will present his program “Warm Fuzzies & Prehistoric Pals”. Kids can experience one-on-one encounters
with turtles, snakes, small mammals and reptiles. Dance, storytelling and humor
are interwoven into this delightful presentation. The Wild Wonders Program will
be held on the following dates: Saturdays at 1 pm – March 11th, 25th, April 8th
and 22nd. Saturdays at 11 am – May 13th, 27th, June 10th and 24th.
WINTER WEATHER WATER TIPS
Our North Florida winter weather is here. Take action to protect your pipes and
keep your water use down during the chilly season. Frozen water expands, and
can cause piping to burst—not only wasting water, but potentially causing
water damage to your home and property.
• Locate and test your master water shut-off valve. If a pipe breaks in your
house, you want to be able to shut the water off quickly.
• Turn off the irrigation system.
• Insulate hot water pipes to reduce the time it takes to get hot water to
the faucet.
• Insulate pipes in unheated areas of the house. • Remove hoses from outdoor spigots and insulate the spigots as well as
the backflow preventers.
• Insulate any above-ground outdoor piping, including pool supply lines.
• Seal openings into the house where cold air could reach unprotected
pipes.
• If temperatures are predicted to reach near 20 degrees F, prevent pipes from freezing by leaving faucets open at the slowest drip possible. Be
sure to turn the faucets off after the temperature rises.
• Open cabinet doors under sinks to allow heat to circulate around pipes.
• Before leaving town for an extended period, close the master shut-off
valve and drain your pipes by running fixtures until no water comes out.

During the fall and winter months, you are only allowed to irrigate one day per
week, before 10:00 a.m. and after 4:00 p.m. Know your days:

base flood elevation or depth, if shown on the FIRM. • A flood insurance purchase requirement handout that can help people who need to obtain a mortgage or loan for property within an SFHA area.
