the job by the selection committee and was approved by the Commission in a 5-0 vote.
Chief Deal has a master’s degree in criminal justice, a bachelor’s degree in public
administration and is a graduate of the FBI National Academy as well as the Florida

January 2015
Dear Neighbors
With the holidays behind us, we at City Hall can begin to work towards
our goals for the upcoming year.
First, our ongoing goal of improving the Mayport Corridor has moved
to discussion of creating a Community Redevelopment Area (CRA)
which in short, shows the City’s long-term commitment to the area by
dedicating tax revenues from this area to infrastructure improvements.
Typically these improvements include parks, roads, drainage and
other facilities needed or desired in the area. The first phase is
determining the boundaries of the area, next is creation of the vision
plan outlining infrastructure projects to improve the area, and finally
is implementation of the projects. Generally the CRA has a fairly long
time frame and guarantees the City’s commitment to the area to
encourage the private sector to also invest in and commit to this area.
Two other major goals, which have also been discussed for a while,
were set at our final Commission meeting of 2014; a review of our
zoning codes and discussion of creating a bicycle and pedestrian gate
into Hanna Park at the north end of Seminole Road.
Creating a pedestrian/bike access gate into Hanna Park will be on the
January 12th Commission meeting agenda and I encourage all of you
to put your two cents worth in by calling all of the Commissioners, or
emailing us at electedofficials@coab.us. As always, you are also
welcome to come to commission meetings and voice your opinions.
Finally, we swore in and welcomed our new Police Chief, Michael
Deal, on Monday, Dec. 15th, and will now begin in earnest on the
renovations of the existing police building.
Blessings to you and yours,
Carolyn Woods
