Use rainy days to lower your water bill by making sure your irrigation system is working properly. •Use sensors to prevent irrigating in the rain or when the ground is already saturated. Rain sensors are shut-off devices that interrupt irrigation when it’s raining. Soil moisture sensors are more complex, but keep the irrigation system from running when there’s sufficient moisture in the ground. •Power flickers and outages can mess up the programming on irrigation systems. If you have an automatic system, always check the settings after power outages. •Adjust your irrigation timers for seasonal changes in weather—manually or with a Smart Controller. A Smart Controller can be programmed to allow for changes in water needs throughout the year. Remember, only irrigate on your assigned days before 10:00 a.m. or after 4:00 p.m. during October. F ro m T he M ay o r Dear Neighbors Fall is upon us and it has brought much needed rain. As many of you are aware, there have been extended droughts in the south central and western regions of our country. We have been fortunate to have rain yet are still facing water battles from our neighbors to the south and the north. In an effort to be proactive, Atlantic Beach constructed a water reuse facility this year that will serve the new Atlantic Beach Country Club development and has the capability for expansion. Our fiscal year begins on October 1st and we have just passed our new budget for the upcoming year. I want to share with you some highlights of important financial and other decisions throughout the past year. In October of 2013, we began by reducing the budget for our police building by 50% and setting a budget cap of $2.6m. This goal was helped by the decision to renovate at the existing location. Other major projects that came in at or under budget include; improvements to East Coast Drive in Town Center, closing in of the Robert’s Street ditch, renegotiation of our garbage contract with new larger recycling bins, Donner Park ball field improvements, Rose Park renovations, refurbishment of the Atlantic Beach Elementary field track, and the new water reuse facility. Other accomplishments for fiscal year 2013-2014 include; the beginning of videotaping of commission meetings, creation of a recreation/greenspace easement on 100 acres of recreational land within the completely renovated Atlantic Beach Country Club, reorganization of city staff creating a more streamlined organization, passage of the Human Rights Ordinance, initiation of our own Citizen Police Academy, passage of a resolution opposing seismic air-gun testing, and strategic planning goals to focus on the Mayport Corridor Improvement Plan and an aging in place community. I feel I speak for all of the commission when I say it has been our pleasure to serve Atlantic Beach this year. Blessings to you and yours, Carolyn Woods Are You Interested in Serving the City? The program rates the City on its flood control systems and construction of buildings in the floodplains. The City currently has a rating of 7, which gives property owners in the Special Flood Hazard a 10 percent discount on their flood insurance. The program includes such activities as outreach programs; preserving open space within the flood plain, providing floodplain map information to citizens, providing copies of Elevation Certificates and information for structures built in the floodplain, enforcing current building code and storm water management regulations and maintaining the City drainage systems.
