The beauty of Atlantic Beach brings about a lot of pedestrian and bicycle
traffic to our city. The Police Department has conducted engineering
studies, evaluations, and several safety education campaigns this year
in an effort to reduce traffic accidents and injuries. One factor that has
been determined to contribute to many accidents is related to visibility at
intersections. Please do your part to ensure that there is no overgrown
foliage or other obstructions along your property or in the right of way that
would restrict or hinder visibility of drivers. There are restrictions set by
ordinance (19-5) regarding the sight distance required at an intersection
to help protect everyone. Fall is a great time to trim back plants and trees
to get ready for the winter. There are specific sight distances, based on
the speed limits of the street, which are available to view at City Hall or
through the online database of the city ordinances at www.municode.com.
If you have any questions or concerns with your property related to sight
distances, please feel free to contact the Atlantic Beach Police Department
at (904) 247-5859 for clarification or assistance. Please help us to keep
everyone in Atlantic Beach safe!

FAREWELL
I bid you an emotional farewell as I complete my elected service
to all of you. Thank you for allowing me to provide a voice for
Atlantic Beach in my participation as a board member of the
Beaches Chamber of Commerce, North Florida Transportation
Planning Organization, Florida League of Cities, chairman of
committees, moderator and voting delegate, as well as a board
member and President of the Northeast Florida League of Cities. I
have represented the City in several Florida legislative committee
hearings, and visited many legislators in Tallahassee to ask
assistance in resolving issues we were experiencing in Atlantic
Beach with existing or upcoming purposed legislation that would
adversely impact our City’s ability to maintain our home rule in
accordance with the parameters of our City Charter. I received the
2013 Florida League Advocacy Team’s “Home Rule HERO” Award
in September this year. What an honor.
I wish to thank each and every one of our City staff; they are the
ones who carry out the daily administration of policies and financial
expenditures, and make our City the wonderful place it is. To the
City Manager and City Attorney, who are the knowledge backbone
of our City; thank you for your timely, honest and factual guidance
daily. Your efforts make the City Commission’s performance look
good. If it were not for all the hard work of many of the City staff,
the millions of dollars of grant money would not have been received
to extend our budgets over the years.
I leave knowing my words have always been honest, and my
integrity remains intact. God bless one and all.

When the time changes from Daylight Savings Time to Eastern Standard Time on
November 3, remember to change the settings on your irrigation system.
During the fall and winter months, you are only allowed to irrigate one day per week,
before 10:00 a.m. and after 4:00 p.m. Know your days:
Saturday – Homes with odd numbered addresses
Sunday – Homes with even numbered addresses
Tuesday – Non-residential properties
Note that golf courses, cemeteries and recreational facilities such as ballfields are
not restricted to the one-day per week schedule as long as they irrigate before
10:00 a.m. and after 4:00 p.m. For more information on irrigation restrictions

WhAt iS A community RAting SyStEm?
The Building and Zoning Department recently submitted the 2013
recertification package to the Insurance Services Office (ISO). The Community
Rating System (CRS) class for the City is based upon participation in the
ISO program which provides discounts for flood insurance to Atlantic Beach
residential and commercial property owners. Currently the Atlantic Beach is
rated as a Class 7 community which allows a 15 percent discount in flood
insurance. The CRS participation includes such activities as creating outreach
programs, maintaining floodplain management materials, preserving
open space within the floodplain, providing floodplain map information
to citizens, enforcing current building code and stormwater management
regulations and maintaining City drainage systems. The Building and Zoning
Department also provides copies of Elevation Certificates for structures built
in the floodplain. The City is pleased to participate in the ISO program
providing such insurance discounts. For information contact us at (904)

REgiStER FoR REvERSE 911 noticES
The City’s Reverse 911 provider, FirstCall, has provided a new website link
for the Atlantic Beach area. The Reverse 911 system has the ability to send
phone, email and/or text messages to City of Atlantic Beach residents,
businesses and water customers to notify them of emergency issues. These
messages may include storm/evacuation warnings, boil water notices or other
very important information. The link is available from the City’s website at
www.coab.us. Citizens can enter different types of contact information—cell
phone, work phone, and email addresses into the Reverse 911 system. By
entering the information, they will have multiple ways to receive notices.
All of the information is kept confidential. Data entered in the system is not
given out to anyone and is only used for the purpose of notifying citizens
