VOLUNTEERS NEEDED
The City of Atlantic Beach would like to hear from citizens interested in
serving on a citizen board or committee. The City has a Code Enforcement
Board, Community Development Board, Cultural Arts and Recreation Advisory
Committee, two Pension Boards, one for police employees and the other
for general employees, and a Board Member Review Committee. For

MARSH MASTER PLAN
This article is to report to you on the progress being made in opening
up the River Branch Preserve for public usage. The last article on
this was over a year ago when the City had just completed a Marsh
Master Plan. That plan incorporated a large amount of public input
and recommended the addition of kayak launches, public overlooks
and, most important, a pedestrian pathway along the edge of the
Intracoastal Waterway linking the City’s Tideviews and Dutton
Island Preserves.
We plan to use grants to pay approximately 50% of the cost for
these projects. I’m glad to report that the City has already received
three grants and you can expect to see construction beginning in
the next couple of months. The first grant was from the Florida
Inland Navigation District for the design of one additional kayak
launch and two public overlooks. That design has been completed
and the City has since received a second grant for the construction
of the overlooks and launch. A third grant has been approved for
construction of the first phase of the pedestrian path beginning at
the Tideviews Preserve. This first part will make the Sunset Pier
handicap accessible.
The next major step will be to complete the survey work, planning
and design for the entire public pathway so that future grant
applications will be “construction ready” which makes our projects
more competitive.
The City’s budget projections include setting aside the local share
for these projects and we hope to have the entire public pathway
completed over the next five years.
The Commission’s goal is to make the River Branch Preserve publicly
accessible as the newest addition to Atlantic Beach’s outstanding
network of City parks. See the City’s website, www.coab.us, to

One upcoming event will be Marshfest, a community festival held on
Dutton Island every other year. The event is scheduled for Saturday,

DRIVE SAFELY
School is back in session and that means the “School Zones” are activated
on Seminole Road and on Sherry Drive during the designated times:
7:45AM-9:00AM and 2:30-3:30PM. The afternoon hours vary slightly two
Wednesday’s per month, when school is released an hour earlier. During the
posted times, the speed limit is 15 miles per hour in the designated areas
and is strictly enforced. Traffic fines are doubled in school zones. There is
also a crossing guard posted at the intersection of Seminole and Seaspray,
and in the 200 block of Sherry Drive – directly in front of the elementary
school. When the crossing guard enters the intersection to stop vehicle
traffic, vehicles are required to stop AT THE TRAFFIC CONES which are
placed on the roadway. Vehicles should not pull up to the cross walk, as
this endangers the safety of the pedestrians. Please help keep everyone safe
this school year and do your part to abide by the laws in the school zones.
HOW TO PREPARE FOR AN EMERGENCY WATER OUTAGE
September is National Preparedness month—a 30-day awareness campaign
to improve preparedness in our country. Be sure you have your emergency
plan and kit ready, especially during hurricane season.
Natural and man-made disasters, especially hurricanes, can cause short or
long term water outages and boil water notices. If you have time to prepare
for the emergency, purchase bottled water and store extra water in containers.
Also fill sinks and bathtubs.
When water systems lose pressure, there is a danger of contaminants
entering the drinking water system, and the City will issue a boil water
notice. Bring the water to a rolling boil for at least one minute and store
it in a clean container.
If you have no way to boil the water, use chemicals to disinfect the water.
The most commonly used chemical is unscented household bleach. Add 10
drops per quart of water (about 1/8 teaspoon). Double the amount if the
water is cloudy.
Household iodine from the medicine chest can also be used. Add 5 drops of
2% U.S.P. Tincture of Iodine to each quart of water and let stand for at least
30 minutes. Double the amount of iodine if the water is cloudy.
Commercially prepared tablets are also available in stores and on the internet.

FAMILY FUN DAY AND CAMPOUT UNDER THE STARS
The City of Atlantic Beach Family Fun Day and Campout under the Stars
returns to Jack Russell Park, Saturday, October 19, 2-10 p.m. Our 20th
Annual Campout is one of the City’s most popular events! Reserve your
campsite early before they sell out! Campers can reserve a 10 x 10 campsite
for a $10 fee before October 1st, and $15 thereafter.
This year continues the Saturday Family Fun Day activities and performances
for kids of all ages! Afternoon and evening events, including the Twilight
Movie, The Croods, and popcorn are all free and open to the public. Bring
your blanket and chairs and spend time with family and friends at Russell
Park Park, located on Plaza Dr., west of Atlantic Beach City Hall on Seminole
Road. Registration forms for camping are on the City website and campers
can register by mail. Choose your campsite at the Recreation Office, 716
Ocean Blvd, weekdays 8-11:30 a.m. and 1-4:30 p.m. Call 247-5828 for

GOLF CARTS
Golf carts can be a fun, economical alternative mode of transportation in
the city limits. In order to fully enjoy the benefits of operating a golf cart
within the City of Atlantic Beach, it is important to understand the legal
requirements and safety guidelines before doing so. In order for a golf
cart to be street legal and travel upon the public roadways it must meet
the definition of a “low speed vehicle” which means:
* Any person operating a low speed vehicle must have in their possession
a valid driver’s license.
* The vehicle’s top speed must be greater than 20 mph but not greater
than 25 mph, including, but not limited to, neighborhood electric vehicles.
* Low-speed vehicles should be operated on city side-streets where
higher speed traffic can be avoided.
* Operation upon sidewalks is prohibited.
* A low speed vehicle must be equipped with headlamps, stop lamps,
turn signal lamps, tail lamps, reflex reflectors, parking brakes,
rearview mirrors, windshields, seat belts, and vehicle identification
numbers. It must be registered, display a state-issued license plate
and be insured.
All motor vehicles, regardless of classification, must operate with due
care and the greatest attention given to the safety of all motorists and
pedestrians.
November 16th, beginning at 9:00 am. City Staff will be on hand to provide
an overview of the Marsh Master Plan recommendations and project status.
