“Be an Angel” Gift Tree
“Be an Angel” and give a child a holiday surprise this season. The City of Atlantic
Beach “Be an Angel” gift tree will be ready for “Angels” on November 26th with
a selection of holiday gift ideas for children in our community in need of a gift this
holiday season. Please stop by and select a child from our gift tree and make this
holiday “something special” for a child in our community. The gift tree is located
at the Adele Grage Cultural Center, 716 Ocean Boulevard and is open on weekdays
from 8am to noon and from 1 to 4:30 pm. Please return wrapped gifts no later than

Change Your Clocks and Change Your Irrigation Times
Remember that Daylight Savings Time ends on Sunday, November 4, 2012. After
you change your clock settings, be sure to change your irrigation timers and adjust
your watering schedule to one day per week:
Homes with odd addresses: ...............Water on Saturday
Homes with even addresses: ..............Water on Sunday
Non-residential properties: ................Water on Tuesday
Be sure to water before 10:00 a.m. or after 4:00 p.m.to conserve our valuable
water resources.

AMERICA RECYCLES DAY
AMERICA RECYCLES DAY is a national campaign
to raise awareness about the benefits of
recycling and buying products made with
recycled materials.
Atlantic Beach, in concert with Advanced Disposal, will hold a community shred
event and an electronic waste (E-Waste) recycling event on Saturday, November
17th. Both events will be held on Aquatic Drive adjacent to the Atlantic Beach
Dog Park and the Beaches Aquatic Center. As the date of the event approaches,
more detailed information will be posted to the City’s website at www.coab.us.
Floodplain Management Program
The City of Atlantic Beach participates in the Insurance Services (ISO) Floodplain
Management Program which allows discounts for flood insurance to Atlantic
Beach residential and commercial property owners. The program rates the City
on its flood control systems and construction of buildings in the floodplains. The
City currently has a rating of 7, which gives property owners in the Special Flood
Hazard a 15 percent discount on their flood insurance. The program includes
such activities as outreach programs, preserving open space within the floodplain,
providing floodplain map information to citizens, providing copies of Elevation
Certificates and information for structures built in the floodplain, enforcing current
building code and storm water management regulations and maintaining the City

Don’t Let Your Dog Park Membership Expire
The City of Atlantic Beach wants to remind everyone that memberships purchased
before July 1, 2012 expire on December 31st and must be renewed to maintain
access to the dog park. Access cards purchased before July 1st will be deactivated
starting the week of January 7, 2013, so a new card will be necessary to continue
using the park. If you purchased your membership after July 1, 2012, it will
remain valid until December 31, 2013.
The following items are needed to renew:
• Current access card
• Updated shot certification (Bordatella Vaccine is required every 6 months)
• If adding a new dog to your access, the full application is required
• Spay/neuter certification is only required if adding a new dog to your
registration.
The annual membership fee is $50 for the first dog and $25 for each additional
dog (sales tax will be added to all fees). Shot records must be completed and
signed by a veterinarian and applicants must show proof that dogs have been
spayed or neutered. Applications can be downloaded off the City’s website at
www.coab.us/dogpark or picked up at City Hall, 800 Seminole Road, Monday
through Friday, 8am to 5pm. There is also a Frequently Asked Questions (FAQ)
page on the website.
RESuRFACInG
Occasionally the City receives requests from residents to resurface their
streets. It can be many years between resurfacings for any particular
street and the surface can get a little rough sometimes.
Most people don’t realize that the City has a methodical process for
determining how much money to budget each year for resurfacing and
which streets get resurfaced. Every public street (some are private) gets
surveyed each year by the Public Works staff to come up with a numeric
score. The factors considered include the amount of cracking, potholes,
dips in the street, how the ride feels and whether or not there is any
visible rutting. Each street receives a score between 0 and 95. The
lower the score, the worse the condition. The lowest scoring streets on
the list each year are generally the ones that get resurfaced. Exceptions
may be if one particular street is so long that it needs to be held to the
following year to be able to do the entire street at one time or if there is
upcoming utility work and it would be best to wait until it is completed.
The question of how much to invest also relates to the scoring. Once the
streets are individually scored, a tabulation and average condition for the
streets citywide is obtained. For the last ten years, the average score has
ranged between 72 and 76. We consider this to be in the “very good”
range which runs from 70 to 85. If the average score drops very much,
it’s time to budget more money for asphalt.
Why not do more resurfacing and increase the average condition of our
streets? Because it costs more money. The City presently uses about
$300,000 per year from the Gas Tax Funds that are received through the
State. Supplementing this with other funds would mean that there is
less money available for other city services. The goal is to find the best
balance between the cost of resurfacing and the quality of the streets
that we drive on. We hope that you agree that the streets in Atlantic
Beach are in pretty good shape overall.
