CORE CITY
IMPROVEMENT
PROJECT
The Core City
Improvement
Project is nearly
complete. All streets from Ahern
through 12th Street, between
Sherry Drive, Seminole Road
and East Coast Drive have
received utility improvements
and been paved. We have
already received many compli-
ments about the improved
drainage. The contractor will
finish paving Sherry Drive by
the end of September and after
the paving cures, will place
final striping within 30 days.
Completing this project within
budget and ahead of schedule
was a team effort with special
recognition due to the contrac-
tor, Petticoat Contracting, Inc.,
and the construction engineer-
ing and inspection firm of GAI
Consultants. Both firms worked
very well with residents and
businesses throughout the
project, which began in July
of 2002.
TOWN CENTER
DRAINAGE PROJECTS
In October, Callaway
Contracting will begin con-
struction of a pump station
in the last block of Atlantic
Boulevard between the Sea
Turtle Inn and the Sea Horse
Oceanfront Inn. This project
will eliminate the lake that
we have endured for many
years. The pump station will
pump the storm water at a
controlled rate through a
force main that will run into
the First Street drainage
system in Neptune Beach.
The project should take
approximately two months.
In late October another
project should begin on
the second block of Ocean
Blvd. The street will be
realigned, and curbing and
landscape improvements will
be constructed to make this
block look similar to the first
block of Ocean Boulevard
in Town Center.
EMPLOYEE OF THE
QUARTER SELECTED
The City of Atlantic Beach
has selected Alex Sherrer as
Employee of the Quarter for
the Fourth Quarter of 2003.
Alex has served as the City‘s
Code Enforcement Officer
since July 2000. He is a great
representative of the City and
does an excellent job promot-
ing community awareness of
City Codes to enhance the
quality of life and to foster
civic pride by maintaining the
beauty and charm of the City.
TRAILER & RECREATIONAL VEHICLE
PARKING/STORAGE
How many trailers/recreational vehicles
may I park/store on my property?
Depending on lot size, you can have one
trailer or one recreational vehicle on a
residential lot that is 5,000 square feet
or less in lot area, and up to two trailers/
recreational vehicles on a minimum lot
area of 10,000 square feet.
May I park/store my trailer/recreational
vehicle in my front yard?All trailers/
recreational vehicles must be kept at least
15 feet behind the front property line.
Where is the front property line?The
front property line begins where the City
right of way ends, so check your property
survey or call the Code Enforcement
Department at 247-5855 before parking/
storing your trailer/recreational vehicle.
1801 votes were cast in our
last city election. Make sure
you vote and help us reach
our goal of 2200 this year.
You have a right to:
• Vote and have your vote
accurately counted.
• Cast a vote if you are in
line at the official closing
of the polls.
• Ask for and receive
assistance in voting
• An explanation if your.
registration is in question
• Written instructions to use
when voting, and upon
request, oral instructions
on voting.
• Vote free from coercion
or intimidation by election
officers or any other
person.
• Vote on a machine that is
in working condition and
that will allow votes to be
accurately cast.
It is your responsibility to:
• Know the candidates
and issues.
• Maintain with the
Supervisor of Elections
a current address.
• Know the location of your
polling place.
• Bring proper identification
to the polling place (pic-
ture ID required).
• Treat precinct workers
with courtesy.
• Respect the privacy of
other voters.
• Ask questions, if needed
• Make sure that your ballot
is correct before your vote
is cast.

Recently much discussion has occurred
concerning Town Center and the associated
parking issues. While some businesses in the
area have the feeling that the only parking
problem would be empty lots, lack of sufficient
parking in the evenings and weekends hinders
business and causes strain on visitors. Neptune and Atlantic
Beach have traditionally addressed the problem only when
some new business asked for relief from parking requirements,
with the resulting emotion-charged pro and con factions.
I believe it is time to address the problem in a non-emotional
way and have recommended to Neptune Beach that we form
a joint "Commission," composed of elected officials from
both cities and merchants from the area, including the Sea
Turtle. Mayor Brown has endorsed my plan. The commission
would look at defining the problem, consider the options and
associated costs, and making a recom-
mendation that we can then make part of
our strategic planning. It’s the business
way to solve the issue.

a water conservation ethic.

POLICE EXPLORERS KICKING OFF A NEW YEARThe Atlantic Beach Police Explorer Program is a divi-sion of the Boy Scouts of America, and its purpose is to bring a character-building, citizenship training and fit-ness program to our youth. The program accepts youngmen and women between 14 and 20 years of age, and
provides hands-on experience, practical knowledge,
and usable career information for its members.
Members are involved in numerous service projects
and social activities, and they are provided with oppor-
tunities to learn various skills relative to law enforce-
ment. Once members have been trained and approved,
they ride with police officers, write reports, use the radio
systems, and perform a number of law enforcement
functions under the direct supervision of police officers.
If you know someone who may be interested in this pro-
