ELECTIONS
Primary Election - August
31, 2004
Presidential (General)
Election - November 2, 2004
It is your privilege and your
duty to vote. Make sure you
are ready. Know the issues,
know the candidates, know the
location of your polling place,
and make an informed vote.
Is your voter registration up-to-
date? If you have moved or
had a name change since you
last voted you will need to pro-
vide the Supervisor of Elections
with your updated information.
Often a voter will go to the clos-
est precinct only to find that his
or her name is not on the vot-
ing register and most often that
is because the voter did not
update that information with the
Supervisor of Elections. This is
one of the most frequent and
frustrating problems for both
voters and election workers on
election day. Forms to register
to vote or update your voter
information are available in City
Hall, 800 Seminole Road.
Please call the City Clerk’s
office at 247-5809 or the Duval
County Supervisor of Elections
at 630-1410 if you have any
questions.

Fertilize Properly
to Save Water
To avoid thatch buildup,
disease and excessive
growth and to save water,
follow these University
of Florida recommended
practices:
• Fertilize in moderation.
Typically, a 15-20 pound bag
of fertilizer is enough to feed
a half-acre lot for an entire
growing season. This is
enough fertilizer to feed the
grass roots without allowing
the fertilizer to run off the lawn.
• For bahia grass, apply 2-3
pounds of nitrogen per 1,000
square feet
• For St. Augustine grass,
annual nitrogen needs
range from 2-4 pounds
• Fertilize only during
the growing season.
Allow a month between
autumn application
and the time
of freeze if
possible, allowing new growth
to harden off and become
less vulnerable to frost.
• Feed in spring with a com-
plete micronutrient fertilizer.
• Use a 1:1 ratio of nitrogen to
potassium (the first and last
numbers on the bag).
• Test for phosphorus; apply
only if lacking. Florida soil is
naturally high in phosphorus,
so ideal fertilizer is 15-0-15;
if not available, use 16-4-8.
• Apply fertilizers sparingly
and use fertilizers that contain
slow-release, water-insoluble
forms of nitrogen.
• Use pesticides only when
needed and just on affected
areas.
National Flag Day -
June 14
Fly your flag proudly!
Flag Day was established
by the proclamation of
President Woodrow
Wilson on May 30th,
1916. While Flag Day
was celebrated in
various communities
for years after President
Wilson’s proclamation,
it was not until August
3, 1949 that President
Truman signed an Act
of Congress designating
June 14th of each year
as National Flag Day.
You Can Make a
Difference.
PLANT A TREE. Urban
America has an estimated
100 million potential
tree spaces. Filling these
spaces with trees would
result in significant
annual energy savings
and would reduce
electric power plant
emissions of carbon
dioxide by 35 million
tons annually.
Country Club
Lane Stormwater
Replacement Project
The contractor for this
project, Gruhn May, Inc.
has begun in earnest
to replace/repair the
stormwater line from
Park Terrace West,
beginning at Preben
Johansen Park, through
Selva Marina Drive to
the Selva Marina lagoon.
The project will take
approximately two
months to complete
and will greatly improve
drainage in this area.
How many trailers/recreational vehicles
can you park/store on your property?
Depending on lot size, you can have one trailer
or one recreational vehicle on a residential lot
that is 5,000 square feet in lot area or less, and
up to two trailers/recreational vehicles on a
minimum lot area of 10,000 square feet.
Where can you park/store your
trailer/recreational vehicle? All trailers/
recreational vehicles must be kept 15 feet
behind the front property line. This is known
as a 15-foot setback.
Where’s the Front Property Line? The front
property line begins where the City right of
way ends, so check your property survey or
call the Code Enforcement Office at (904)
247-5855 before parking/storing a
trailer/recreational vehicle.
Trailer & Recreational Vehicle Parking/Storage
Nationwide, it is estimated that four people died and approximately 9,500 people sought
professional emergency medical treatment for injuries sustained from fireworks during
2001. The injuries disproportionately occurred in children under the age of 15, and a
significant number of the injuries resulted in permanent blindness. Additionally, there were
tens of thousands of fires that were unintentionally ignited by the use of fireworks.
In past years, many families made a tradition of walking to the beach to watch the fireworks
displays at Mayport and Jacksonville Beach. On a clear evening, people could enjoy both
of the professional displays. However, over the past several years, the use of illegal fire-
works has increased greatly on the beach during the 4th of July. The resulting smoke has
reduced the visibility of the professional displays, and citizens have expressed increasing
concern for the safety of their loved ones on the beach.
The Atlantic Beach Police Department encourages all citizens to leave the fireworks
displays to the professionals, and to refrain from setting off fireworks that fly and/or
explode. The City of Atlantic Beach wants everyone to enjoy the celebration of the 4th
of July in a safe and secure setting.

Each year the complaints get louder, the
noise gets worse, the injuries increase and
the mess is simply terrible. What? As we
approach the 4th of July weekend, we are
faced with an ever increasing problem from
the illegal use of fireworks, not just simply a
few firecrackers or small roman candles, but larger commer-
cial grade rockets and strings of thousands of firecrackers,
and now the use extends for days before and after July 4th.
No one wants to dampen the celebration, but it has gotten
so bad that the smoke in many areas prevents anyone from
seeing the real celebration. Because the State is unwilling
to enforce the ban on sales of fireworks, we have been told
that the only way to get a hold of the situation is for local
governments to establish their own ordinances, which we are
moving towards. It is already illegal to shoot fireworks except
for sparklers. Let’s not put people in danger
and litter the beach this year.
