Please visit the City’s Web site at www.coab.us or call 247-5834 during normal business hours for clarification. For Jacksonville residents, please call 630-City (2489) for additional information. Recycling bins may be obtained from the Public Works Department located at 1200 Sandpiper Lane or you may request delivery of a bin(s) by telephoning (904) 247-5834 between the hours of 7:30 a.m. and 4:30 p.m. Recycled material does not need to be segregated or separated in the bin. Do not put items in bags and then place them in the bin. APPLIANCES Appliances are picked up every Wednesday and Friday by appointment. Call the Public Works Department at 247-5834. Appliances should be placed curbside (but out of the street) the night before. For safety purposes, refrigerators should be placed face down or have the doors removed. Furniture is picked up on regular household garbage days. If you have an Atlantic Beach address but live in Jacksonville jurisdiction for trash, call 630-City (2489) for appliance pickup. SOLID WASTE The City of Atlantic Beach provides solid waste removal, including trash, garbage, yard and tree debris to the designated areas (shown in the map on the City’s Web site, www.coab.us). The City’s solid waste contractor is Waste Services of Florida, Inc. All other areas north of the Church Road line are under the jurisdiction of the contractor hired by the City of Jacksonville, 630-City (2489). All household garbage is to be placed curbside in a container with a lid, not a plastic bag, by 7:00 a.m. Building materials, construction debris and fencing are considered to be household garbage, not yard debris. They cannot be mixed together in piles because separate trucks that deliver to two different processing facilities handle them. Lumber must be cut into pieces 4' long or less. Concrete chunks, tiles, etc. must be in a contain- er that can be lifted that weighs less than 40 lbs. HAZARDOUS MATERIAL DISPOSAL Oil based paint, chemicals and other hazardous waste including rechargeable batteries, photographic chemicals, drain cleaners, pool chemicals, pesticides, antifreeze and paint thinner must be taken to: Duval County Hazardous Waste 2675 Commonwealth Avenue Jacksonville, FL 32202 Telephone (904) 387-8847 Hours of Operation: Monday through Saturday 8:30 a.m. - 4:30 p.m. Closed on Sundays and most major holidays. MULCH Residents of Atlantic Beach may obtain free mulch from the following facility: Enviro-Comp Services 7000 Imeson Road or 11771 Phillips Hwy. Jacksonville, Florida POST STORM YARD TRASH AND DEBRIS PICKUP Precedence will be given to waste that is bagged or otherwise containerized or already cut to the normal size for pickup. Leaves and clippings should be placed behind the curb in plastic barrels, boxes or disposable plastic or waterproof paper bags. Tree trunks, stumps, limbs, and trimmings will be collected.These items should be cut to approximately four (4) feet in length or less than forty (40) pounds for thick trunk segments. To protect the drainage systems, streets and other public property, please do not place trees, limbs, and other debris in the roadway or medians. The debris should be placed next to the roadway, and not in the street where it will obstruct drainage. Yard debris may not be placed on vacant lots, City medians, parks or right-of-ways. These are considered to be illegal dumps, are subject to a fine and delays pickup of debris. Residents living along streets with separate medians (e.g. Plaza, Selva Marina, Saturiba, and other roads in the Selva Norte and Oceanwalk areas) are reminded they are to place their waste on their side of the street,not in the medians. NOTICE: If a tree trimming contractor, lawn service provider or other professional is hired by a private homeowner to remove trees and/or limbs, the Contractor is responsible for removing the resulting debris. Private contractors are not allowed to simply place the debris at the curb to be removed by the City. There will be no cleanup efforts by FEMA in the City of Atlantic Beach. Mayor’s letter (continued from back) Jim Dickenson, the CEO of JEA has agreed to meet with us, and I believe we can improve both system reliability and response time should we be faced with a similar situation in the future. I publicly thank all the City staff who assisted with cleanup, which will continue for some time. The crews did a wonderful job at opening up streets and hauling away the piles of yard trash. We did have some issues with tree contractors who did not haul away their waste material as part of the contract. As with the other Beach cities and Jacksonville, Atlantic Beach requires a contractor who trims or cut trees to haul away their trash and not leave it for the City to finish the job. In this last storm,while most contractors lived with the rules, some did not. As a member of the Emergency Operations Center, I can report that the teamwork in dealing with major disasters in our area is well thought out, with the Beach cities as major partners in the decision-making process.Again, thanks to the City workers who worked so hard during the recovery process. ––John S. Also, timers should be re-adjusted during the rainy season to prevent over- watering and wasting precious resources. If the storm will arrive before the next yard waste pickup day (normally Mondays), residents are asked to avoid landscape work, or tree trimming that will create yard trash, since the material will not be collected prior to the arrival of winds and rain resulting from the storm. Loose yard waste and other objects can be carried by high winds and cause damage to property. In addition, it is important that yard waste not be placed in, on, or near any drainage structures such as stormwater inlets, drains, gutters or ditches. Residents should avoid placing yard trash or debris in a manner that could cause drainage structures to be obstructed, resulting in flooding. If tree trimming is done by a commercial entity (tree or lawn care service, etc.), they are required to remove debris prior to leaving the site. Residents are also requested to not place appliances outside for pickup until Thursday night for a Friday pickup. They are asked to schedule all appliance pickups through Public Works not later than 4:30 p.m. on Thursdays. The City’s Public Works Department also wishes residents to be aware that collection of refuse and materials for recycling must be stopped when winds make it impractical or unsafe for operation of trucks and for operation of the landfill where the material is deposited. Generally, we will not schedule special pickups before a storm arrives, but will respond as necessary for clean up after a storm has passed through. For additional information contact: Public Works: 904-247-5834 sgorman@coab.us RESIDENTS ARE ASKED TO PLEASE AVOID CREATING YARD TRASH BEFORE APPROACHING STORMS To date we have been spared the devastating effects of a major hurricane in our area, but we have suffered some damage to trees, homes and businesses from “Frances.” The power outages, in some cases more than a week, reminded us all of the interruption in our lives should a major storm impact our community. I would offer a few comments about storm damage. JEA was overwhelmed with trouble calls, and as they are our electrical provider, we suffered outages like others. Some experienced outages that lasted eight days, painful to say the least. While the electrical line crews worked hard, communications and other issues certainly delayed some repairs. We intend to address those issues with senior officials at JEA, specifically how we can establish better communications with the City as well as trouble calls, and we would like an assessment of the level of maintenance on our grid. Another problem we noticed was that line crews in some cases had no maps of our City or no maps of their own electrical system, resulting in trucks seemingly wandering around looking for streets and the sources of problems.
