This is an evening under the stars that you won't want to miss! z r:� Report Card on Wastewater Improvements The last report to you about improvements to the City's wastewater system was about a year ago. It's time for an update on our progress. New State regulations require a reduction in the amount of nitrogen that is discharged into the St. Johns River from area wastewater plants and storm water systems. This affects all utilities in the Northeast Florida area. The City of Atlantic Beach is required to meet the new requirements by October 2013. After careful study of the options, it was determined that the most cost effective way to meet the standard is to upgrade the largest of the City's two wastewater plants, consolidate the operations together and eliminate the second plant. There is an economy of scale when treating wastewater and some of the new equipment being installed will reduce the energy usage at the remaining plant below the amount that has been used at the two plants together. Bids were opened last December for the upgrades to the main wastewater plant and the installation of new lines needed to eliminate the second plant. Both projects came in well under budget, largely as a result of the downturn in the economy. There are a lot of contractors that need work and they sharpened their pencils accordingly. We were fortunate to get contractors for both jobs that have considerable experience and good reputations. Construction is well underway on the plant work and the installation of the lines is almost complete. Atlantic Beach received a grant to cover some of the costs for the work and was able to obtain funding through a State Revolving Loan Fund for most of the rest. This is at a much lower interest rate than is available through the private banks, which will result in lower rates for our customers. Atlantic Beach is on track for the project to be completed well before the deadline to meet the new standard and under the budget. — Mayor Borno Save Water and Dollars — Take your toilet to task A leaky toilet can sneak up on you and cause your water bill to skyrocket. According to the Environmental Protection Agency (EPA), toilet leaks can waste 6,000 gallons of water a month or more. The most common cause of these leaks is a bad flapper valve. Replacing it is fairly easy and inexpensive and can reduce your water bit. If you have an old, inefficient toilet you may want to replace it with a newer model. A family of four can save more than 16,000 gallons of water each year. Check out EPA's WaterSense website at www.epa.gov/watersense. Click on "Product Search" to find products with the WaterSense label —products proven to be at least 20 percent more efficient without sacrificing performance. Remember, only irrigate on your assigned days before 10 am and after 4 pm. Odd numbered addresses - Wednesday and Saturday Even numbered addresses - Thursday and Sunday Non -Residential properties - Tuesday and Friday For more information, go to www.FloridasWater.com. 2011 Beach Renourishment Begins The beach renourishment project is expected to reach Atlantic Beach in August and take approximately three weeks to complete. Work on the project will be a 24 hour, seven day a week effort in order to complete the project as quickly as possible. Construction activity, and temporary beach closures, will progress along the shoreline at the rate of about 500 to 700 feet per day. The renourishment will widen the beach considerably. The project is designed so that natural erosion of some of the newly placed sand will move offshore and rebuild the beach foundation along the seabed below the waterline. About 62% of this year's renourishment project is being funded with Federal funds, with the remainder coming from the State (18%) and City of Jacksonville (20%). Although this project may cause some inconvenience during the effort, it will help protect us from future tropical storms, hurricanes, and nor'easters. Residents along the oceanfront can expect the work to take around two to three days in front of their homes. If you have any questions, please contact the U.S. Army Corps of Engineers at 232-2236. Additional information is available on the City website at www.coab.us. Mosquito Control Despite the lack of rainfall in recent weeks, we are seeing a rise in mosquito activity. May through October is considered the "heart" of mosquito season. If the amount of rainfall received does not allow for water to stand for several days, the mosquito population is essentially kept in check. The following tips can help eliminate mosquito breeding sites on your property: ❑ Clean out eaves and gutters. ❑ Change water in the bottom of plant containers, including hanging plants, at least twice per week. ❑ Remove vegetation or obstructions in drainage ditches that prevent the flow of water. ❑ Plants such as bromeliads, with large leaves that collect water, should be cleared out every few days. ❑ Replace water in birdbaths at least twice per week. ❑ Check tarps on boats or other equipment that may collect water in pockets or indentations. ❑ Replace water in pet feeding dishes at least once per week. If complaints from specific neighborhoods indicate a concentrated problem, Atlantic Beach Public Works Department has a contract for mosquito control services to back up the County's services. Call Public Works at 247-5834 or use the on-line Request Tracker at www.coab.us. CONGRATULATIONS to the Employee of the Quarter Congratulations to Sgt. Lenny Jevic on his recent selection as the Em- ployee of the Quarter for the 2nd Quarter of 2011. Sgt. Jevic has been em- ployed with the Police Department since 2000. While assigned to the Public Safety Department he has worked in many different positions including dis- patcher, animal control officer and police officer. He has worked as a Police Sergeant since 2009, where his duties include supervising a patrol shift. Sgt. Jevic's passion for his job and for the safety of citizens shows in his daily work. Most recently, Sgt. Jevic spearheaded the coordination of numerous traffic deployments and public education to do with DUI, Red Light Enforcement and seatbelt compliance. Sgt. Jevic is a top notch employee who truly strives to make this city the best it can be!
