February 2006.pdfVOL.2 NO.2FEBRUARY 2006 F R O M T H E C O M M I S S I O N E R On March 1,2006,the new irrigation rule passed by the St.Johns River Water Management District takes effect.This rule limits lawn and landscape irrigation to no more than two days per week.The restriction against watering between 10 a.m.and 4 p.m.remains in effect also. According to the University of Florida Institute of Food and Agricultural Sciences,established Florida lawns and landscapes only need watering two days per week in the dry season,and less during rainy periods. Landscape irrigation can account for more than 50% of total use for residences and businesses. Efficient lawn and landscape irrigation is an important part of protecting our valuable water resources. Also,all irrigation systems must be connected to a rain sensor or moisture sensor to prevent watering during rainfall periods. As we start the New Year, we your city commission are starting a heavy schedule of strategic plan- ning meetings, information gathering sessions, public hearings and workshops. Several upcoming meetings relate to the Community Character project where new development standards are being considered to balance the need to allow people to build what they want on their property with the desire to maintain the character of our neighborhoods. Winter and Company is a national consultant that has worked with many upscale communities on similar issues and has assisted Atlantic Beach in recent months. They are being contracted to return to Atlantic Beach to continue additional work on our Community Character project. They will provide the results of the review and then the work begins for us to change our zoning laws. There is a process which will be followed which will offer one and all the opportunity to be heard (more than once) as we as a Community get together at workshops,public hearings, Community Development Board meetings, and City Commission meetings. city of atlantic beach newsletter NEW IRRIGATION RULE: IRRIGATE NO MORE THAN 2 DAYS PERWEEK (continued on back) The City of Jacksonville will have a mobile household hazardous waste vehicle at the Atlantic Beach City Hall parking lot (next to Russell Park),800 Seminole Road on Saturday,March 18th from 8:30 a.m.to 3:00 p.m. Many materials used in the homes and gardens are considered hazardous waste and must NOT be thrown into household trash.These materials can cause serious safety and health problems. Check the list below for types of products to take to the household hazardous waste and e-waste collection on March 18th. Input from all citizens defines the concerns of the community and is the guidance your City Commission uses to carry out their duties. And one of our duties is to find the middle ground that is fair to all parties. Please keep in mind that the Commission is sworn to follow and uphold the law. That is not an easy task on occasions. Zoning issues often make for complex decision- making. Input from citizens often identifies when or if the law needs to be changed. This new City Commission is settling into becoming a solid working team to address the concerns of the Community. I am proud to once again be a representative of the Citizens of Atlantic Beach. ZOO OUTREACH PROGRAMS The Parks & Recreation Department will host Zoo Outreach Programs at Dutton Island and Tideviews Preserves. The programs are scheduled for February 7, 9, 11 and March 7, 9, 11 at Dutton Island beginning at 1:00 p.m. and February 21, 23, 25 and March 21, 23, 25 at Tideviews Preserve beginning at 1:00 p.m. The programs are 45 minutes and include live animals, bones and furs. Identity theft is defined as the stealing of another person’s personal identifying information in order to fraudulently establish credit,run up debt,or take over existing financial accounts.Identity theft has been around for a long time.Although identity thieves still use the hands-on approach like sifting through trash for credit card statements or solicitations (dumpster diving),stealing purses and wallets,and diverting a person’s mail to another address,technology has made it easier for them to steal someone’s personal identifying information and get away with it. Using a technique called “phishing,”identity thieves send e-mails asking consumers to update their account information by entering it into a linked form or website that closely resembles that of a legitimate company — but isn’t.They also use the Internet and the telephone to encourage unsuspecting consumers to release personal information to claim phony prizes,donate to bogus charities, or transfer money for fake investments;then they steal their money and their identities.Do not give any of your personal information unless YOU initiated the call or email contact.The FTC’s website,www.consumer.gov/idtheft/, is an excellent resource for identity theft prevention,or you can contact Officer Tiffany Layson at the Atlantic Beach Police Dept for additional information and resources.
