The business of running any City mostly
includes a long list of administrative details,
policy questions, citizen requests and other
concerns that get resolved daily. However, solving a community's
largest problems or realizing some of the greatest opportunities
usually takes a considerable amount of time and commitment of
community services over months or years. In Atlantic Beach, we use
a strategic planning process to set long-term goals and priorities.
While the administrative details often take our attention, the
strategic goals are always on our "to do" list. The City Commission
recently completed a series of workshops this year to reassess the
strategic plan. The highest priority goals for the next year include:
1. Upgrading the City's waste water treatment system to reduce
nitrogen discharges to the St. Johns River. Construction is
expected to start later this year and we expect to meet the new
standards in 2013.
2. Building, encouraging and supporting a vibrant commercial
corridor and strong residential neighborhoods along Mayport
Road and adjoining areas.
3. Working with the Navy, other governmental officials and private
groups to anticipate the opportunities related to the addition of
a new Aircraft Carrier (CVN) and other assets to Naval Station
Mayport and working together to realize their full potential.
4. Constructing an affordable new police building that meets the
present and future needs of the City and the Police Department.
5. Continuing the revitalization of the Royal Palms neighborhood
by completing the storm water reconstruction and continuing to
improve the physical appearance of the neighborhood.

Household Hazardous Waste Event
The City of Jacksonville will have a mobile household hazardous waste
vehicle at the Jacksonville Beach Public Works Facility parking lot (1460
Shelter Ave) on Saturday, May 15th from 8:30 am - 3 pm. For more
information call Jacksonville's Solid Waste Division at 904-387-8847. A
complete list of items that will be accepted at this event is located on the
C0J website at www.coj.net. This is the only hazardous waste collection
scheduled at the Beach for 2010, so don't miss this opportunity to
dispose of your hazardous waste and electronic waste items.

Floodplain Management Program
The City of Atlantic Beach participates in the Insurance Services
(ISO) Floodplain Management Program which allows discounts for
flood insurance to Atlantic Beach residential and commercial property
owners. The program rates the City on its flood control systems and
construction of buildings in the floodplains. The City currently has a
rating of 8, which gives property owners in the Special Flood Hazard
a 10 percent discount on their flood insurance. The program includes
such activities as outreach programs; preserving open space within the
flood plain, providing floodplain map information to citizens, providing
copies of Elevation Certificates and information for structures built
in the floodplain, enforcing current building code and storm water
management regulations and maintaining the City drainage systems.

With spring's arrival and summer right around the corner, riding a bicycle is more
than basic transportation — it can be a fun and exciting hobby and a great source
of exercise. When you ride, you share the road with cars, trucks, pedestrians, and
other cyclists. Since accidents turn a bicycling adventure into a bicycling tragedy,
here are some tips to help make your ride a safe one:
• Bicycle riders and passengers under the age of 16 years MUST wear a properly
fitted and secured bicycle helmet that meets nationally recognized standards for
bicycle helmets. (F.S.S. #316.2065)
• A bicycle may not be used to carry more than it is designed or equipped to carry
(one person per seat, no one on handle bars).
• A bicyclist must ride on the side of the road reserved for his direction of travel
(same direction as traffic is going).
• At least one hand must be kept on the handlebars while riding.
• When riding between sunset and sunrise, a bicycle must be equipped with a
lamp on the front exhibiting a white light visible from at least 500 feet and
a rear light exhibiting a red light which is visible from at least 600 feet.
