Post storm Cleanup
in the event Atlantic Beach is hit by a tropical storm this season, following the
guidelines below will help make a rapid cleanup and restoration by City and
Contractor forces.
• Do not place debris on top of utilities, for example: cable, phone, electrical, storm
drain boxes or fire hydrants.
• Please do not place debris in front of or around your mailbox.
• Please do not place debris in front of or around your driveway, as emergency
vehicles may need to enter the area.
• Please segregate your debris into distinct piles: vegetation, construction and
demolition debris, white goods and metals.
• Bagged and bulk yard waste should be piled separately as they are collected
by different contractors. Properly segregating your debris will result in a more
efficient response by our contractors.
• Please drive with extreme caution in areas with large debris piles.
• Please do not block or dump any debris into the storm drains or ditches. this
will cause flooding.
• Report drainage problems to the Public Works Department at 247-5834.
royal Palms rehabilitation

We apologize for the inconvenience that citizens
have encountered during the reconstruction of the Royal Palms
subdivision. for those people living outside of the subdivision,
that has mostly been limited to street closures on Plaza, Royal
Palms and sailfish Drives. Neighborhood residents have also had
to endure dust, noise and an occasional water cut-off.
the work is being done because the original 1960s vintage storm
water system was made of corrugated metal pipes. Extensive
rust has caused them to collapse in several places, often taking
the overhead streets with them. Between 1996 and 2009, the
City made over 40 stormwater point repairs, spending nearly
$300,000, with some of the repairs costing more than $20,000.
the most costly single repair was $34,254 in 2008.
the rehabilitation work includes replacing most of the old metal
lines with new concrete pipe, lining some of the remaining
pipes with fiberglass and relocating a number of the lines away
from back and side yards to the streets where they are easier
to maintain. the City has also used this as an opportunity to
rehabilitate the water and sewer systems. this has caused for
much less disruption because most of the work was done with
pipe lining fed in from the system of manholes.
the storm water repairs in this subdivision are expected to cost
$3.1 million dollars by the time they are done and an additional
$1.7 million dollars has been spent for the rehabilitation of the
water and sewer lines.
the reconstruction of the water, sewer and storm water lines in
the subdivision have been in the City’s master plans for several
years awaiting the completion of other projects and the time it
took to put away the necessary funds so that we would not have
to borrow the money.
Other parts of Atlantic Beach have seen major reconstruction
efforts in recent years and we hope the Royal Palms residents
will like the results when complete. in the meantime, please bear
with us.

New City Ordinance
for Landscape Irrigation
On August 23, 2010 the City of Atlantic Beach formally adopted the st. Johns River
Water Management District’s landscape irrigation Rules by reference in the City Code.
the City has already been following these rules, but they were previously spelled out
in the Code. the rule sets the allowable days and times for landscape irrigation, and
pertains to all water sources including City water, storm water or private wells.
watering restrictions are as follows:

• Daylight saving time: second sunday in March until the first sunday in November

• Water only when needed and not between 10 am and 4 pm.
• Water for no more than one hour per zone.
• Restrictions apply to private wells and pumps, ground or surface water and water
from public and private utilities.
• some exceptions apply.
Window stickers will be available for residents who use a heat pump for irrigation.

yard Waste Reminder
in order to keep our City looking clean, it takes everyone’s help. Please observe
the following rules when placing your yard waste on the curb for collection:
• All yard waste should be placed behind the curb or edge of pavement.
• Do not block storm water flow by staging yard debris in the gutter.
• Never blow grass clippings or leaves into the storm drains.
• separate yard waste from household garbage for collection.
• grass clippings and leaves must be in open/uncovered cans or in sealed plastic
bags not weighing more than 40 pounds.
• limbs must be in 5’ lengths or less and 6” or less in diameter. No item or
stump may weigh more than 40 pounds.
• Don’t use cardboard boxes for yard waste. Once emptied, they become
windborne litter.
• yard waste must not be stacked over water or gas meters, under low hanging
tree limbs or utility wires, or beside mailboxes.
• Do not mix construction debris, lumber, fencing or building materials with yard debris.
• yard debris may not be placed on vacant lots, City street medians or parks. these
are considered to be illegal dumps, are subject to a fine and delayed pick-up.
• Collection of yard waste is limited to 5 cubic yards weekly. this is approximately
the size of a standard pickup truck load. Any excess will be picked up on your
next pickup day, or you may arrange for a special pickup at a per cubic yard
rate approved by the City. Advanced Disposal service’s supervisor will make
the determination of the amount of excess yard waste. Call Public Works at
247-5834 for additional information.
green waste produced by a landscape Contractor, tree surgeon or other tree
removal operation must be disposed of by the Contractor and is not included within
the requirements of the City’s sanitation Contractor’s responsibility. Please note
that removal of trees may require a permit, so contractors and homeowners
should review tree removal plans with Planning & Zoning staff. Contact Erika
