once again take place at Atlantic Beach’s annual Holiday Sing-
along at Bull Park. Parents, children and community members of
all ages are invited to join us for an evening of deejay holiday music
and caroling, refreshments and family fun!

The Beaches Town Center and the Cities of Atlantic
Beach and Neptune Beach are sponsoring this free
holiday event. The festivities will begin at 3:00 pm with a bike parade
through Town Center and many activities to keep the little ones busy
including music, dance performances, face painting, arts and crafts
and horse-drawn carriage rides. The Mayors of both cities will light the
community tree and Santa and Mrs. Claus will arrive by sleigh at 6 pm.

Dear Citizens,
On Tuesday, November 9th, your new Commission
was officially sworn into office. As your newly elected
Mayor, I am very proud to continue representing the
citizens of Atlantic Beach. In October’s election, citizens
had the opportunity to vote on who would fill the first two
Commission seats up for election that required residency
in specific City districts. The result was a smooth and
successful transition to district representation for future
Commissions. Citizens re-elected Commissioner Carolyn
Woods to represent District 13F. Commissioner Jonathan
Daugherty is the first representative elected to hold office
in District 13S. I congratulate both of them for assuming
the responsibilities of service to our citizens. I also look
forward to continuing to work with Commissioners Paul
Parsons and John Fletcher.
One of the first tasks of every new Commission is to set
an agenda of goals. We will re-visit our strategic plan
issues which include a commitment to further enhance
the Mayport Corridor improvement project, continue
planning for mandated improvements to our wastewater
treatment plants, improvements to the Royal Palms
area, reconstruction of storm lines, maintaining the City’s
infrastructure and having a multi-year plan to ensure that
the City has options available going into the future. It is
important that every citizen of Atlantic Beach be aware
of the City’s major ongoing projects and stay involved.
Together, we can achieve many of these strategic plan
goals.
As we come toward the end of 2009, I would like to
take the opportunity to wish everyone a safe and happy
Christmas season.

The St. Johns River Water Management District is preparing the 2010 Water Supply Plan.

Enforces Dumping Laws
Illegal solid and hazardous waste disposal is a primary focus of DEP’s Division of Law Enforcement.
Illegal dumping can adversely affect underlying aquifers, which are the source for more than 90 percent
of the Florida’s drinking water supply.
DEP’s Division of Law Enforcement is responsible for statewide environmental resource law enforcement,
providing law enforcement services to Florida’s state parks, greenways and trails. Agents investigate
environmental resource crimes and illegal dredge and fill activities and respond to natural disasters, civil
unrest, hazardous material incidents and oil spills that can threaten the environment.
To report an environmental crime, wireless customers can dial #DEP. Callers can also report
environmental crimes to the State Warning Point by calling (877) 2-SAVE-FL (1.877.272.8335).
General environmental inquiries should be directed to DEP district offices during business hours

Police Lieutenant
Retires after
35 years
Lieutenant Jim Christman began his career with the
City of Atlantic Beach Police Department in October
1974 as a patrol officer. He was promoted to
patrol Sergeant in 1979 and then to Lieutenant in
October, 1985. Lieutenant Christman has been a
very dedicated employee to the police department
and citizens of Atlantic Beach. He has spent the vast
majority of his career in the patrol division. Most
longtime citizens of Atlantic Beach know Lieutenant
Christman both by name and sight. He is well liked
throughout the community and known for his “gift
of gab.” We wish him well in his retirement.
The District projected water needs to the year 2030 and compared those needs with our water resources. A draft assessment shows all of Northeast Florida as a potential
priority water resource caution area. This means the Floridan Aquifer may not be able to sustain projected water use without adverse environmental effects.
Local utilities, including Atlantic Beach’s, are participating in the 2010 Water Supply Plan process. The process includes many technical meetings to review groundwater
modeling, environmental effects of groundwater withdrawals, reuse, conservation and alternative water supplies. Meetings are open to the public.
The results of the 2010 Water Supply Plan may have major impacts on the City’s budget—and water rates. This is another reminder of how valuable our natural
resources are. Use them wisely.
