Dear Citizens of Atlantic Beach, i would like to take this opportunity to thank John Meserve for his many years of public service including serving eight years as Mayor to the citizens of Atlantic Beach. the City owes John a big debt of gratitude. Under his strong leadership, the Commission worked each year to ensure a long-range strategic plan was in place so that we would focus our efforts and have sufficient future revenues to take care of our infrastructure and utility needs. During his tenure, many strategic planning issues were accomplished. some of these were – the reconstruction of the city’s storm water system, improvements to our water and sewer infrastructure, numerous improvements and additions to parks including the acquisition of the River Branch Preserve and revitalization of the Mayport Corridor and the Royal Palms neighborhoods. His dedication and love for this community in many capacities will always be part of the fabric of our city. thanks John, you will be missed. —Mike Borno, Mayor Pro tem Taking Water from the St. Johns River you’ve probably heard that some cities in central florida have asked for permits to take millions of gallons of water from the st. Johns River each day — and the controversy over the potential effects on the river. the st. Johns River Water Management District is in the middle of a 2-year, $2.1 million study to determine the results of this river withdrawal. Over 60 scientists are working on the study, which is being peer reviewed by the National Research Council. the scientists are looking at every conceivable aspect, including effects to fish and shrimp, vegetation, wetlands, algae blooms and more. No conclusions are available yet, but this is a good reminder of how critical our water supply is to our well-being. Please make every effort to use water wisely. for more information on the st. Johns River study, go to www.sjrwmd.com and click on “River Water Withdrawals.” Holiday Celebration & Tree Lighting saturday, december 5 / 3 - 8 pm the Beaches town Center and the cities of Atlantic Beach and Neptune Beach are sponsoring this free holiday event. the festivities will begin at 3 pm with a bike parade through town Center and many activities to keep the little ones busy, including music, dance performances, face painting, arts and crafts, and horse-drawn carriage rides. the Mayors of both cities will light the community tree and santa and Mrs. Claus will arrive by sleigh at 6 pm. for more information go to www.beachestowncenter.com. Tree Adoption Program 2010 the City has begun planning for the Adopt-A-tree 2010 program. the intent of this program is to augment and maintain the City’s tree canopy by planting trees in the City right-of-way at residential locations. (in some special cases, such as utility conflicts, trees may be planted on private property close to the right of way.) in exchange for the resident’s agreement to adopt a tree, which requires watering and maintaining it, the City will purchase and plant the trees at a mutually agreed upon location. Anticipated tree options include live Oaks, Drake Elms, and East Palatka Hollies. trees are scheduled to be installed in mid to late January. tree adoption forms will be available at City Hall, Public Works, or may be downloaded from the City’s website (www.coab.us). the Atlantic Beach Police Department wants to bring attention to impaired driving as the holiday season approaches. in 2008, florida saw a rise in traffic crash fatalities during the thanksgiving, Christmas and New year’s holidays compared to 2007, with a total of 135 people killed in traffic crashes. Of those killed, 64 were killed in alcohol-related crashes. this is a frightening number. We encourage everyone to plan ahead and arrange for a designated sober driver when attending holiday functions involving alcohol. Drunk driving is simply not worth the risk. Not only do you risk killing yourself or someone else, but the trauma and financial costs of a crash or an arrest for impaired driving can be significant. “Buzzed” driving is driving under the influence and if you are stopped for driving impaired, you will be arrested. Be smart… Don’t Drink and Drive Water Restrictions Adjust to time Change November 1st is the first day of Eastern standard time and this will trigger a change in the st. Johns River Water Management District’s (sJRWMD’s) watering restrictions from allowing up to two days of lawn watering per week to one day per week. this change in restrictions coincides with the cooler weather, when grass enters a period of dormancy and requires less water. homes with an address that end in an odd number and homes with no address can water only on saturdays. homes with an address that ends in an even number will be allowed to water only on sundays. nonresidential facilities, including government facilities, commercial buildings, industrial facilities and common areas in housing developments may water only on tuesdays.
