During the final inspection of the referenced property,on 5/20/16, we had a discussion about some of
the issues found and local and state codes. I said that I would provide the code language on which I
based my findings. That code language follows for each comment.
Comment 1. Remove all building material,household items, and rubbish from site, including open
garage.

(g) Within all residential inning districts,and also including any property containing a residential use, household
items,furniture and those items customarily intended for indoor use shall not be displayed,maintained or
permanently stored outdoors,or in any location on the lot where such items are visible from adjacent properties.
Discarded or unused household items shall be stored or properly disposed of to avoid mold,rodent and insect
infestations which may result in health risks and which also create unsightly appearances that negatively affect
neighborhoods.Such violations shall be corrected immediately upon written order from the city.
24-173(6)(1)and(5)
(b) Appropriate maintenance and upkeep. All areas of a lot and structures that are visible from a street or
a neighboring property shall be maintained in an acceptable manner,which shall be defined by the following
characteristics:
(1) Lots are maintained free of litter,trash,debris,discarded belongings,automotive pans and old tires,
construction materials,and broken and abandoned items.
(2) Dead shrubbery or landscaping is removed from lots,and where a resident is unable to maintain a lawn
or landscaping,dirt or sand areas are contained in some manner so as to prevent dirt or sand from blowing or
washing on to adjacent properties,the street or the city's stormwater system.
(3) Broken or missing glass in windows or doors is replaced with glass,and where windows or doors are
visible from the street,these are not covered with wood, fiberglass,metal,cardboard,newspaper or other
similar materials,except for a temporary time period as needed to make proper repairs or to protect windows
from wind-borne debris during a storm.
(4) Trim work,eaves,soffits,gutters,shutters,and decorative features are not broken and are securely
attached as intended.
(5) Household items of any type that are customarily intended to be used and maintained within the interior
of a residence are not stored or discarded in any location on a lot that is visible from a street.Similarly,
within the rear or side yards of a lot,such items are not stored in a manner or amount such that an unsightly
nuisance to neighboring properties or an environment that attracts rodents, insects,or other animals and pests
is created.
Comment 2. Repair or replace electric service equipment.
Electrical wiring is not required in this accessory building,but it must comply with electrical and
safety guidelines where installed,per International property Maintenance Code(IPMC)Section 605.1.
605.1 Installation. All electrical equipment, wiring,and appliances shall be properly installed and
maintained in a safe and approved manner.
Comment 3. Submit plans for guard rail,stairs,etc. for review.
The raised porch on the east side of the accessory building is over 30-inches above grade,has no guard
rail system, is considered unfinished,and cannot be approved on final inspection.
SECTION R312 GUARDS AND WINDOW FALL PROTECTION
R312.1 Guards.
Guards shall be provided in accordance with Sections R312.1.1 through R312.1.4.
R312.1.1 Where required.
Guards shall be located along open-sided walking surfaces, including stairs, ramps and landings, that are
located more than 30 inches(762 mm)measured vertically to the Floor or grade below at any point within
36 inches(914 mm) horizontally to the edge of the open side. Insect screening shall not be considered as
a guard.
Comment 4. Building must be weatherproof. Repair siding and flashing.
IPMC,Section 304.6 Exterior walls. All exterior walls shall be free from hole, breaks, and loose or
rotting materials;and maintained weatherproof and properly surface coated where required to prevent
deterioration.

This letter will follow-up your visit of May 201°, for the final building
inspection, and reference the attached notice which you provided at that
time.
With regard to the first item, "Removal of all building material...°, we have
removed more of the building materials and believe that those remaining
are only those which will be usable with the follow-on permits, i.e., the
porch, replacement of northerly retaining wall and driveway. And, the
splifface blocks just inside the garage entrance will, likewise, be used in
the retaining wall.
With regard to the third item, "Repair or replace electric service
equipment", a permit has been issued and the electrical service is ready
for inspection which has been requested for later today.
With regard to the fourth item, "Submit plans for guardrail, handrail, stairs,
etc., for review", that will be done later today or Monday. You may
remember, I had the plans with me and offered to show them to you

during the meeting on May 20".
Finally, with regard to the last item, 'The building must be weather proof,
repair siding--flashing", you indicated there were only two items
outstanding for completion. The first being the lowest board on the
southerly side of the building which you asked that we make sure that it
was properly secured, together with the very westerly end which needed a
small piece of wood; both of those south side items have been completed,
the lowest board was further nailed, and a small piece of wood was
placed at the west end. On the north side of the building you noted,
correctly, that the lowest board had been purposely left off for the
electrician to first run the electrical service up and inside. As the service
has now been run, that lowest board the full length of the north side has
been painted and installed.
Accordingly, I think we have, or will have by Monday, accomplished those
items which you noted for completion, and will be calling in on Monday for
a reinspection in order to receive the indicated certificate of completion.
