01-24-17 CARAC Meeting Minutes v z � '• r rJ0 , CITY OF ATLANTIC BEACH r CULTURAL ARTS and RECREATION ADVISORY COMMITTEE 15 01119" Meeting Minutes Tuesday,January 24, 2017 Adele Grage Cultural Center Present: Grant Healy, Marina Kaplan, Nick Malie, Dawn Pope,Jay Wilson, Faye Wood, Timmy Johnson (City Liaison), Della Giovanni(Recording Secretary) Absent: Beverly Norman, Pamela White 1. Call to order-Chair,Grant Healy called the meeting to order-6:00 pm 2. Minutes from October 25,2016 approved as written. 3. Chair,Grant Healy welcomed new Board Member,Marina Kaplan. Healy discussed the Committee Chairs Meeting that was held with Commissioner John Stinson. He reviewed with the Board Members that they are working on the make-up of committees regarding the recruitment, training, evaluation, retention and monitoring of committee members. Chair Healy made a request to Board Members to bring ideas to the next CARAC meeting for him to present at the next Chair meeting with Commissioner Stinson in April. 4. Visitors recognized at the meeting: Chris Lester-Health& Wellness Coach interested in how programs are funded into the community. Chris Jorgensen-thanked committee for calendar including paddle tours; opposes support of Neptune Beach Senior Activity Center request. 5. Guest Speakers/Proposals Chair,Healy explained process of hearing requests first then the Committee would discuss options. He reviewed the process of event funding requests and what the board is to support, and reminded the committee of Resolution 02-13 of the CARAC committee as an Advisory Board,ie: a. Is it open to Atlantic Beach citizens? b. Is there a charge for attendees? c. Is it for a non-profit organization? d. Is it family oriented? e. Does it occur in Atlantic Beach and for Atlantic Beach residents? f. Will it be city funded? 1. Neptune Beach Sr.Activity Center,Leslie Lyne a. 501-c3 organization b. Grant has been decreased to fund the program;seeking sponsorships c. Senior Center is open to all citizens,age 50&over d. Provides physical&wellbeing for seniors e. 1,350 attendees last quarter; 228 attendees were from Atlantic Beach f. $30 annual donation requested from attendees;not mandatory 2. Neptune Beach Elementary,Elizabeth Cavanaugh a. Music Program for disabled/medically fragile students b. Program provides two full time nurses&special needs teachers c. Students from age 3 to 5th grade , Alp d. Kindermusik program funding through GoFundMe and silent auction this year;now seeking funding for next year's program e. 1 hour a week class f. 25%of children are from Atlantic Beach 7 classrooms 3. Atlantic Beach Sea Turtle Watch, Lou Cantania a. Partner with Ron Silva,37 year beach resident,marine biologist,founder of Sea Turtle Patrol in 1982 b. Beaches Sea Turtle Patrol are permit holders for group to do work for sea turtles c. Proposed program is opposed from Beaches Sea Turtle Patrol d. Proposal is to allow information to the community for security of nests and hatchings e. Wildlife not comfortable with publicly announcing nesting;this program would monitor nesting and provide crowd control f. Agreed that it is a public risk;wants to make more community based awareness g. Without the program there would be no reinforcement or authority of hatchings h. Proposal would include being responsible for signage on beach from Atlantic Blvd.to Hanna Park-Nest gestation is 55 days from nest discovery i. Mr.Cantania asking for a loan to fund signage and selling of hats would pay back loan j. Contributions collected would go back to Beaches Sea Turtle Patrol *Marina addressed the number of people that would come to watch and how it could get out of hand 4. Atlantic Beach Farmers'Market,Jeff Wight,Devon Rich a. Starting Farmers'Market along Mayport Road Corridor,corner of Mayport Road& Dutton Island Dr.@ New Friendship Church b. Requesting$2500 for startup funds to help with expenses of signage,port-a-potties, staff&assistant c. Have community Grant; asking for City support as well d. Mr.Wight founder of Mid-Week Market; now run by DIG Local for 4 years e. Fridays 3 -6 pm f. Proposed startup date mid-February g. Will include EBT and SNAP h. Important to include community west of Mayport Road 5. Boys and Girls Club,Dawn Pope a. Decided to table discussion for later date Board discussed each proposal,results: 1. Neptune Senior Center-Nick motioned$250 support,Jay seconded; all in favor. 2. Neptune Beach Elementary Special Needs-Nick supports program,recommend something but not requested$5000;Jay motioned to discuss at later time, Nick seconded. Chair,Grant Healy proposed to put on April's Agenda;all in favor. 3. Sea Turtle Watch-Faye motioned not to support program; Marina seconded; Grant said it was hard to support without Wildlife support/Recreation Director,Timmy Johnson shared City's concerns of program,suggesting they work with the permit holder; Chair Healy said he does not want to put the committee in the middle of a current disagreement situation. All in favor. 4. Farmers'Market-Nick motioned$2500,Jay seconded/Marina concerned of amount being too high;all oppose amount of$2500. • Ai Marina motioned$2000,Grant seconded/Nick said he wants to support the community in the corridor but disputed the proposed amount. Committee voted and approved$2000. Due to two committee members having to leave at 7:00 pm,quorum ended. Discussions continued with remaining Board Members. Guest Speaker,Anne Marie Tucker reported Turkey Trot turn out that Committee supported; - Successful turnout;had to turn people away - $6000 donated to Brooks Rehab - Will attend next month's meeting for proposal of making the event an annual budgeted support from the Committee - Will involve City Staffing - Willing to purchase cones for the City to use throughout the year in return staffing put cones out for race - List of requests will be presented at next meeting in February 6. Ongoing Business 1. Songwriters/Acoustic Night-no one attended from the Committee 2. Artisans'Faire-Pam not present 3. Bocce Ball-Jay Wilson a. Finalize plans at February 28th meeting b. Jax Surf&Paddle main sponsor c. Need to discuss registration,sponsorship,supplies d. April 29th proposed date 4. Arts in the Park-Recreation Staff a. Posters will be distributed at next meeting b. Applicants will be voted on by Committee c. Della Giovanni reported that Face Painting,Caricature Artist and Magic Show have been arranged to provide for children since a concern from last year. 7. New Business 1. Committee Alternates-Grant to propose at next meeting 8. Next Meeting-February 28,2017 @ 6 pm 9.
