2. Whenever necessary for the construction, repair, improvement, maintenance, safe and efficient operation,

Right of Way are to be included with this application.
6. This permittee shall commence actual construction in good faith with _90 _ days. If the beginning date
is more than 60 days from date of permit approval, then permittee must review the permit with the Director
of Public Works to make sure no changes have occurred in the area that would affect the permitted
construction.
7. It is understood and agreed that the rights and privileges herein set out are granted only to the extent of the
City's right, title and interest in the land to be entered upon and used by the holder, and the Holder will, at all
times, assume all risk of and indemnify, defend, and save harmless the City of Atlantic Beach from and
against any and all loss, damage, and cost of expenses arising in any manner of the exercise or attempted
exercises by the holder of the aforesaid rights and privileges.

Dear Mr. Reeves:
This letter intends to serve as an explanation of Mobilitie's infrastructure and how in certain instances
collocation will not be an option for our equipment.
Mobilitie's hybrid network utilizes both new poles and attachments to serve the communities' insatiable
demand for wireless service. Our design optimizes the performance of wireless networks by taking into
consideration customer usage behaviors, terrain, obstructions, points-of-interest, as well as local
ordinances. Traditional backhaul companies rely solely on fiber to increase connectivity; however,
Mobilitie's holistic network relies primarily on backhaul technology with only 10-20%of our project using
existing fiber. This unique hybrid model allows Mobilitie to limit its impact on the city landscape by
avoiding traditional fiber methods that require extensive trenching and boring. Our goal is to provide
infrastructure that minimally impacts the existing surroundings and that allows for future updates for
capacity needs. Mobilitie also prides itself on adhering to the necessary regulations and safety
precautions as they relate to the implementation of our infrastructure.
New poles offer wireless service and communications providers the ability to optimize antenna placement
in serving that demand.Targeting customer usage can be such a precise exercise that the required location
is a matter of less than thirty(30)feet. If existing infrastructure is not available within that area, new poles
are the only available option to meet the demands of wireless users. Our site selection team always looks
for co-location sites prior to the selection of sites to install new poles but as mentioned previously
colocation opportunities are limited. Often,co-location sites that are available are too far away from the
customer usage area plus they are incompatible with our network's ability to provide the additional
connectivity that is desperately needed in the City of Atlantic Beach.
Another obstacle to co-location is the lack of network optimization due to pole height.The height of the
pole is critical in achieving network performance. Higher antennas are free of clutter such as tree canopy,
buildings, and other manmade obstructions.The greater the height,the less dilution of the signal by this
clutter layer and delivers a better wireless experience. One of the unique aspects of Mobilitie's network
is our wireless backhaul solution. Instead of running dark fiber to every pole and collocation in the
network, Mobilitie uses a UE Relay or Microwave signal to wirelessly transmit a backhaul solution thereby
becoming like a fiber optic cable system "in the sky." This backhaul portion of network is akin to what a
Level 3 or a Zayo may propose in your community.
Taller antennas also push wireless signals further, which in turn means fewer sites are required. With
fewer pole locations, the impact on the community landscape remains marginal and will further drive
sustained investment in network densification in the community.
Mobilitie strives to work cooperatively with jurisdictions to deploy its hybrid network. By using both new
and existing poles, Mobilitie's hybrid network aims to deliver the most robust network possible while
striving to mitigate any disturbances in the cities landscape. This approach builds a better and more
efficient data network, which in turn benefits your constituents by enabling affordable, high-quality
wireless services.

Mobilitie is a wireless infrastructure company that develops intelligent infrastructure solutions to densify and optimize
wireless carriers'services and geographic reach. In order to provide such telecommunications services in the State of Florida,
Mobilitie possesses a Certificate to provide Alternative Access Vendor services from the Florida Public Service Commission.
A copy of Mobilitie's Certificate to provide Alternative Access Vendor services is enclosed.
At this time,Mobilitie is submitting applications for its Small Cell facilities,which will provide high-speed,high-capacity
bandwidth and mobile connectivity to service the residents,businesses and visitors of the City.
SMALL CELL FACILITIES
Mobilitie's Small Cell facilities involves the installation of small,low-powered wireless equipment,consisting of a transmit-
receive antenna that communicates with wireless devices,a wireless backhaul antenna that connects the facility to the carrier's
core network,and a compact radio,all of which are mounted on either new or existing utility or light poles. These Small Cell
facilities add coverage and capacity to the existing wireless networks,and are designed to blend with existing infrastructure.

At this time,Mobilitie is proposing three Small Cell facilities in Atlantic Beach City as reflected in the enclosed applications.
