Within a few short weeks, spring break will have sprung, local restaurants will be bustling and people from all over will be enjoying a glimpse of the life we are blessed with every day. The circle of “life in Atlantic Beach” will have completed a full circuit, and, will continue to bless us all every day in the days ahead. There is so much to talk to you about and so little time, or space in this case. The new Public Safety building should be complete near the end of April or the beginning of May. My hope is we will be able to host an open house to highlight to you all, what your investment is and will be. Sidewalks, storm water system upgrades or perhaps even improvements in parking may be in our near term future. Please take a moment to compliment your City staff. The work they do continues without falter as we take steps to fill key positions within the City. This is a testament to the quality of people who work for you every day. Be kind to your police officers, fire personnel, lifeguards and other first responders. Thank them for their sacrifices. It isn’t even a faded memory yet that Atlantic Beach escaped a more severe impact from Hurricane Matthew. But, those whose job it is to keep us safe, were there doing just that. We should all thank Mr. Bill Gulliford and the Jacksonville City Council for their quick action and financial support to restore the dunes devastated by Hurricane Matthew. Without this support, Atlantic Beach, along with our southerly neighbors, would either be exposed to further damage from following storms or significant financial obligations. My understanding is our beaches will begin to undergo restoration work about May of this year. Please understand this work will be undertaken during the hatching season for the sea turtles. There may be relocation of nests again this year. I am asking the question, but as yet I can’t give you an answer to what the plan is for protecting the sea turtles. There is also a move underfoot within Atlantic Beach to improve education efforts with residents and visitors about our sea turtles. Balancing education and exposure to such memories with the preservation of the turtles requires you, your input and ideas, and your involvement. (From the Comm.; Cont.) Last, I would be remiss if I did not inform you that a group of your neighbors, working closely with City staff, are preparing a recommendation to improve the recruitment, training and retention of citizen board and committee members. Not all cities rely on citizen participation to determine the culture a City may choose or how the City achieves such aspirations. Please consider volunteering for a board or committee. Second perhaps only to our responsibility to vote, serving your City, your neighbors and friends, and your family is truly a selfless and rewarding experience. God bless you all and thank you for allowing us to serve you. John M. Stinson NEW FLOOD MAPS New preliminary Flood Insurance Rate Maps (FIRM) were introduced at the January FEMA Open House meeting. FIRMs determine if properties are in a low, medium, or high risk flood zone. High risk flood zones are called Special Flood Hazard Areas (SFHA) and flood insurance is required where properties have a federally backed mortgage. The current and preliminary FIRMs, along with other information, can be found on the City’s website under the Building Department. The new maps use an updated format and are much easier to use and find specific properties. Atlantic Beach residents are encouraged to find their properties on the new maps and be aware of their flood risk. There are four map panels, covering Atlantic Beach, and the blue areas are SFHAs where buildings may require flood insurance. A preliminary study of the new FIRMs shows approximately 112 buildings will be added to a SFHA and 228 buildings will no longer be in a SFHA (many beach front properties). The new flood calculations show higher Base Flood Elevations in most existing SFHAs. IrrIgATION DAyS ChANgE WITh DAyLIghT SAvINgS TIME Just a reminder – beginning Sunday, March 12, 2015 when Daylight Savings Time begins, irrigation is allowed two days per week. Here are a few things to remember: Restrictions apply to private wells and pumps, ground or surface water and water from your City meter. Water no more than one hour per zone. Water only when needed, and never between 10:00 a.m. and 4:00 p.m. Address Irrigation Days Homes with odd-numbered addresses Wednesday and Saturday Homes with even-numbered addresses Thursday and Sunday Non-residential properties Tuesday and Friday For more information on water conservation, go to www.sjrwmd.com. COMbINED EFFLuENT OuTFALL PrOjECT COMPLETE In February, the City of Atlantic Beach completed pipe restoration for the Combined Effluent Outfall, which serves the three Beaches communities. This project replaced an aging, deteriorating outfall that carries the treated effluent from the three cities to the Intracoastal. While the project was managed by the City of Atlantic Beach, all three cities participated in paying more than $500,000 total. FArMErS MArkET NOW OPEN FrIDAyS ON MAyPOrT rOAD With special thanks to Dig Local Network and New Friendship Baptist Church, farm- fresh produce, local goods and much more is now available from 3 to 6 p.m. Fridays at the new Atlantic Beach City Market at Mayport Road and Dutton Island Drive. Yes, that’s two producers-only farmers markets each week in Atlantic Beach, including the Mid-Week Market from 3 to 6 p.m. Wednesdays at Bull Park at East Coast Drive and Seventh Street. The new City of Atlantic Beach-sponsored farmers market is open year-round, rain or shine. It serves a USDA-defined food dessert with weekly access to a point-of-sale for fresh produce, meats, dairy, other items, nutrition education, and twice-monthly health screening opportunities. All of Dig Local Network’s markets, including the market open to 2 to 5 p.m. Saturdays at Jarboe Park in Neptune Beach, feature a Fresh Access Bucks tent where SNAP/EBT cardholders receive double the amount in tokens, up to $20 per visit.
