Dear Mr. Baldwin:
Pursuant to your letter of October 10, concerning the endwalls for the
box culvert on the referenced project your proposal to use sand cement
rip-rap for endwalls is unsatisfactory. The endwalls shall be rein-
forced concrete per F.D.O.T. standards and the approved plans.
I question whether the ditch will be culverted since the American Bank
has been constructed on Parcel A . Regardless of the potential ex-
tension of the box culvert the City will require both endwalls to be
poured in place concrete.
