TO: The Honorable Mayor and City Commission

SUBJECT: Advisory Planning Board Meeting - April 19, 1983
Site Plan Review of Atlantic Village Shopping Center
The Advisory Planning Board met on April 19, 1983, and, at the request of
the City Manager that the Board provide input to the City Commission,
reviewed the site plan of the Atlantic Village Shopping Center (Publix).
After reviewing the plan, the Advisory Planning Board suggests that the
City Commission consider the following in connection with the development:
1. Potential traffic congestion on Royal Palm Drive where
there are two entrance and exit locations.
2. The question of access onto Aquatic Drive. The Board
understood that Aquatic Drive was a private road, and
there would have to be permission granted to Publix by
the owner for access. They recommended to Mr. Dyer of
Publix that the developer or his representative attend
the City Commission meeting to discuss the question of
access to Aquatic Drive.
3. The problem of the outfall from the shopping center and
the drainage of the storm water.
The City Manager reminds the City Commission that approval of Aquatic
Gardens Subdivision was contingent upon the improvement and dedication of
Aquatic Drive. Therefore, Aquatic Drive will be a public street. The
developer and the contractor accepted a recommendation from the City Manager
that Aquatic Drive be used as an additional means of ingress and egress.
It was also the City Manager's understanding that the State Department of
Transportation is requiring the developer to utilize Aquatic Drive in that
there is the greatest likelihood that traffic signalization will be placed at
that intersection.
The site plan is still under review by the City Manager and the City's

consulting engineers for the project, England & Thims, Consulting and
Design Engineers. Certain engineering questions remain to be resolved.
City Commission review and comment on the site plan is respectfully
requested.
