Fences, Walls and Similar Structures(c) Maintenance of fences. Fences that have been allowed to deteriorate to an excessive degree have a negative impact on property values and the quality of neighborhoods. Fences that are in a state of neglect, damage or disrepair, shall be repaired , replaced or removed.(Collapsing, dilapidated wood fencing) Sec. 12-1. Nuisances (a) It shall be unlawful for any person or business,to do, perform, have, allow, suffer or permit any act, occurrence or condition within the city which constitutes a dangerous, unsafe, dilapidated or unsanitary condition, which may be injurious to the health and well being of the community.(Piles of discarded belonging piled at street, dead tree and misc, discarded items in rear and on front porch) Sec. 24-173. Neighborhood preservation and property maintenance standards. (b) Appropriate maintenance and upkeep. All areas of a lot and structures that are visible from the street or a neighboring property shall be maintained in an acceptable manner, which shall be defined by the following characteristics: 1. Lots are maintained free from litter,trash, debris, discarded belongings, automotive parts, old tires, construction materials, and broken and abandoned items. .(Piles of discarded belonging piled at street, dead tree and misc, discarded items in rear and on front porch) IPMC Sec. 302.5 Rodent harborage. All structures and exterior property shall be kept free from rodent harborage and infestation. Where rodents are found, they shall be promptly exterminated by approved processes which will not be injurious to human health. After pest elimination, proper precautions shall be taken to eliminate rodent harborage and prevent re- infestation.(Garbage,trash,discarded items all over property with extremely large pile at curb) IPMC Sec. 308.1 Accumulation of rubbish or garbage. All exterior property and premises, and the interior of every structure, shall be free from any accumulation of rubbish or garbage. (a) It shall be unlawful to deposit garbage, trash, recyclable items or any other solid waste including old furniture, appliances, bedsprings,tires,building materials or auto parts upon any vacant or unoccupied premises of the city or upon any street roadway or in the drainage gutter or drainage swale or ditch, alley, road median or park. (b) It shall be unlawful for any person to deposit yard trash upon any adjoining lot or premises, whether vacant of improved, occupied or unoccupied or upon any other lot or premises, or a street roadway or in the drainage gutter or drainage swale, or ditch, plaza, alley, road median or park, or in any canal waterway, lake or pool within the city. Yard trash containing no combustible matter or matter which will, during decay, give off offensive odors, may be accumulated by the owner as a mulch or compost pile in the rear of the premises upon which accumulated.( Large pile of discarded belongings piled at the street and not in accordance with garbage regulations,illegal dumping) IPMC Sec. 301.0 Vacant Structures and Land. All vacant structures shall be maintained in a clean, safe, secure and sanitary condition as provided herein so as not to cause a blighting problem or adversely affect the public health or safety.(vacant structure not maintained in a sanitary condition) IPMC Sec. 304.13.1 Glazing. All glazing materials shall be maintained free from cracks and holes. Sec. 24-163 Storage and Parking of Commercial vehicles and recreational vehicles and equipment and repair of vehicles in residential districts. (a) The storage and parking of commercial vehicles greater than twelve thousand five hundred (12,500)pounds gross weight and dual rear wheels shall be prohibited in all residential districts. Commercial vehicles of less than twelve thousand five hundred (12,500) pounds gross weight, recreational vehicles, and trailers of all types, including travel, boat, camping and hauling, shall not be parked or stored on any lot occupied by a dwelling or on any lot in a residentially zoned district.(Commerical vehicle stored at vacant premises) This letter requests that the noted violations be corrected by removing all garbage, trash, discarded item, large pile in front yard, piles of trash bags on front porch, discarded items in the rear yard including the dead tree,all discarded furniture, discarded household items, Page Number 2 February 14, 2017 cease storage of the commercial vehicle in a residential district, repair or remove the collapsing dilapidated fencing, repair the broken front window and remove all items preventing access to the front door within five(5) days of the receipt of this notice. It is a well- known venue for drug use and drug sales, as well as a local hang out/party spot on most nights—always on weekends. I often see city workers at this location, talking with people hanging out there, and most recently—helping to clean up the property with the city truck. I wanted to inquire as to whether there are any complaints/notices sent to owners/city personnel told to work on this property, etc. Also, do you know if the owners of the properties has ever received a warning notice or anything regarding the activity/appearance of the property? I wondered if that possibly prompted the cleanup mission I saw today out there.
