AGENDA ITEM: Blower Replacement at Wastewater Plant #2

BACKGROUND: The existing blower for the old sludge tanks at Wastewater Plant #2 is
undersized, old and in poor condition. Funding was approved in the budget to replace the blower
with a new, properly sized blower.
The City's standard specification for blowers is the Hoffman multistage centrifugal blower. We
have a number of these blowers in the system already. We checked with the manufacturer to
obtain a bid list of vendors, and found that the blower is a sole source item, as the only
authorized distributor is TSC-Jacobs in Tampa, Florida. Although our ordinance allows for
purchase of sole source equipment without bidding, staff felt it appropriate to advise the City
Commission of the purchase due to the cost of this equipment.
Staff would also like to use our annual electrical and point repair contractors (Brooks Limbaugh
and Grului May, Inc.) to perform the electrical and mechanical installation of the blower. These
services would be performed at their bid hourly rates, not to exceed $10,000 for each vendor.
In order to ensure the City was getting a fair price, staffrequested TSC Jacobs provide a copy of
the cost quoted to the contractor that installed the same size blower at the new sludge tank
constructed in 2003. The cost at that time (January 2003) was $36,395. The cost presently
quoted to the City is $36,600, a very reasonable comparison from 2 years ago. We also contacted
anon-authorized distributor to obtain a quote, and the price was $45,000.
The cost of the blower plus installation by our annual contractors will total approximately
$56,600. As another cost comparison, we checked the bid item for the blower installed with the
new, recently constructed sludge tank. Bid costs on that line item ranged from $60,000 to
73,200.
BUDGET: A total of $60,000 is budgeted for this project in the Sewer Fund under account
number 410-5508-535-6300.
RECOMMENDATION: Approve the purchase of the Blower for Wastewater Plant #2 as a
sole source purchase from TSC-Jacobs in the amount of $36,600. Authorize annual electrical
and point repair contractors, Brooks Limbaugh and Gruhn May, Inc. to complete electrical and
mechanical installation using their bid hourly rates for amounts not to exceed $10,000 for each
vendor.
