BACKGROUND: The Public Works Department solicited an advertisement for
Request for Proposals (RFP) for Professional Engineering Services
for the Ocean Blvd. -13~' Street Drainage Improvements Project,
and on December 13, 2004 we received five proposals. The five
firms that submitted proposals were Bowen Civil Engineering;
' C3TS (Corzo, Castella, Carballo, Thompson, Sahnan); Edwards &
Kelcey, Pitman-Hartenstein & Associates; and Stone, Joca &
Mahoney.l
After staff evaluation, the firms were rated in the following order:
ls` -Bowen Civil Engineering
2"d -Edwards &Kelcey
3rd -Stone, Joca & Mahoney
4~' -Pitman-Hartenstein
5~' - C3TS
RECOMMENDATION: Authorize staff to begin negotiations with the top-ranked firm,
Bowen Civil Engineering, for engineering services for the Ocean
Blvd. -13~' Street Drainage Improvements Project.
