Exh 4DAGENDA ITEM #4D JANUARY 24, 2005 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Continuing Contract for Professional Engineering Services SUBMITTED BY: Rick Carper, P.E., Public Works Director ~~-- Donna Kaluzniak, CEP, Public Utilities Duector DATE: January 18, 2005 BACKGROUND: In order to expedite small to intermediate engineering and construction projects, staff advertised a Request for Proposals for a continuing contract with up to three engineering firms. It is in the City's best interest to have three engineering firms in order that multiple projects can be completed expeditiously, and to~~take`advantage of a particular firm's ability to complete a specific size and type of project. These will be nonexclusive contracts for a period of three years, renewable for an additional two years; to provide for stormwater, roadway, water, wastewater or other Public Works or Public Utilities projects. The continuing contract will be used for projects with an estimated construction cost of $300,000 or less. Design fees under these contracts will not exceed $30,000, and any project design greater that $10,000 will require City Commission approval. Proposals from the following sixteen firms were received by the December 30`t', 2004 deadline: Applied Technology & Management, Inc. Ayers Associates Bowen Civil Engineering, Inc. Connelly & Wicker, Inc. C3TS Edwards & Kelcey Eisman & Russo GAI Consultants Gannett Fleming King Engineering Associates, Inc. Moore Surveying & Design, Inc. North Beach Engineering, Inc. Pitman-Hartenstein & Associates PBS&J Stone, Joca & Mahoney, Inc. Waltz & Moye, Inc. Staffreviewed the proposals and ranked the funs on the following criteria: Past record of professional accomplishments; firm's professional qualifications and project team; staff availability and capability to meet deadlines; financial responsibility and insurance; cost estimating; contract administration; proximity; and fee schedules. References were checked on all 16 firms. AGENDA ITEM #4D JANUARY 24, 2005 After completing the interviews, staff has ranked the following three firms as those recommended for the continuing contracts: 1. Connelly & Wicker 2. Eisman & Russo 3. Bowen Civil Engineering , ' The approval of the recommendation in this staff report will not commit any funding toward any project at this time. If and when fees and services have been agreed upon by the interested parties, then the matter will be brought back to the City Commission for review and approval. BUDGET: Funds are budgeted under specific projects under their designated accounts. RECONINIENDATION: Award continuing engineering services contracts to Connelly & Wicker, Eisman & Russo, and Bowen Civil Engineering.
