AGENDA ITEM: Proposed Budget Modification -Using FY 2005 Funds from Hopkins
Creek to move Stormwater Capital Improvements into the current
year.

BACKGROUND:, The FY 2005 Budget includes $1,456,160 (Account 470-0000-538-
6300) to construct the Hopkins Creek Retention Facility. Because
land acquisition and final design have been delayed, a substantial
portion of these funds will not be required this Fiscal Year. Staff
proposes to reallocate funds for the following projects:
1) $100,000 for design of drainage improvements for the area
bounded by Ocean Blvd, Beach Avenue, 14th & 15~h Streets.
These improvements would operate in conjunction with the
,approved Ocean and 13th Street Drainage Improvement project.
•,r The 2002 Stormwater Master Plan Update (SMP) combined the
Ocean Blvd -13th, and the 14th to15th Streets improvements with
the~Selva Marina Circle improvements at a conceptual probable
cost of $1,447,000 (a portion of this SMP proposed improvement
was included in the Core City Drainage Improvement Project).
The conceptual probable cost for Beach Avenue improvements,
between 14th & 15th Streets, was $196,000.
2) $15,000 funding is requested for an engineering study of
feasibility of filling Seminole ditch with system similar to Atlantis
Raintank, retaining current storm runoff storage capacity, while
substantially reducing roadside ditch depth.
3) $35,000 is requested to replace the Seminole ditch headwall at
Saturiba Lane. This cement bag end wall has already lost
several bags from the top and has cracks that are expanding.
The feasibility study may provide other options for the ditch and
will be completed before replacing the headwall.
RECOMMENDATION: ~ Authorize staff to transfer $150,000 within Account 470-0000-538-
6300, $100,000 from PW0309 (Hopkins Creek) to PW0409 (Ocean
and 13th Drainage Improvements) and $50,000 from PW0309 for the
Seminole headwall (project number not yet assigned). Any funds not
required for these recommended projects would be returned to the
Hopkins Creek account.
