We had six bidders, only four of which submitted complete bids. The four qualified bidders were Absolute Line Technologies, Equitas Sewer Services, Inc., Florida Pipe Tech and Southeast Pipe Survey, Inc. American Power Rodding submitted prices but did not submit any of the required paperwork. S B P submitted prices and 3 references with none of the other required paperwork. To preclude a low price for one pipe size slanting the overall cost, the bid stated it would be awarded based on the total cost for a generic project (specifics not included in bid advertisement) and positive references. The generic project used for evaluation was jetting, cleaning & televising 100 If of 15" pipe, 80 If of 24" pipe, 300 If of 36" pipe & 120 If of 48" pipe.
