BACKGROUND: The City's current contract with R. L. Lawrence Contracting for
concrete repairs expires on February 28, 2005. Robert Lawrence
is retiring and chose not to submit a bid for the new contract.
Bid number 0405-6 was open on February 2, 2005 at 3:00 PM.
There were two bidders, C & D Concrete Inc. and United Services
Connection, Inc.

RECOMMENDATION: Award the contract to United Services Connection for one year
starting March 1, 2005. The Insurance Certificate originally
submitted with the bid did not list the City of Atlantic Beach as the
Certificate Holder. On follow-up with C&D, they were unable to
provide the City with documentation of Worker's Compensation
insurance as required by the Bid Documents.
