Bussey Ms. Joan Carver ABSENT: Ms. Gail Baker Mr. Jack Robbins Call to Order Chairman Lyman Fletcher called the meeting to order at 6:05 p.m. Approval of Minutes Motion: Approve minutes of February 8,2007 meeting as written. Motion carried unanimously. City of South Daytona City Manager Hanson introduced South Daytona City Manager Joe Yarborough. Mr. Yarborough explained his city's form of government and how and why it changed from residency requirement districting to At-Large fifteen years ago. He explained that a committee was appointed by their City Council to look into whether districting was necessary. He further explained reasons for the referendum to change to At-Large included: residents of South Daytona could not understand why they had districts, problems getting candidates; no disenfranchising issues. City of Jacksonville City Manager Hanson introduced Bruce Corbitt, retired City Councilmember and City Beach Clerk for Jacksonville Beach. Mr. Corbitt explained why Jacksonville Beach changed from At-Large to District Representation about fourteen years ago. He further explained that in addition to the District Commissioners, Jacksonville Beach also has four Commissioners-At Large. Public Safety Mr. Hanson introduced David Thompson, Director of Public Safety to address public Department safety services. Chief David Thompson, Director of Public Safety explained police services. His presentation included Traffic, Crime Specific Resources and Statistics. He explained how police resources are assigned and that statistics play a big part in prompting police presence. Chief Thompson distributed a map of the various subdivisions,a handout February 19, 2007 DISTRICT REPRESENTATION STUDY COMMITTEE Pa2e 2 listing the number of incident reports since 2001 by subdivision, and a handout listing types of arrests since January 1, 2006. The committee asked how many officers are on the Crime Suppression Unit and Chief Thompson stated there are three, if fully staffed, but currently there are two. The committee also asked how many full time police officers there are right now and Chief Thompson stated they are budgeted for 29 but currently have 25. Set dates, times and Additional meetings of the Committee were scheduled for the following dates: subjects for next April 12, 2007 @ 7:00 pm (discussion meeting and Public Works Director to speak) meetings. April 30, 2007 @ 7:00 pm Kathy Carithers believed that input from more cities would be helpful. Mr. Hanson explained that he received information from the Florida League of Cities and agreed he will send it to everyone. Mr. Fletcher asked Ms. Carithers to work with Mr. Hanson to determine which cities the Committee might want to hear from_at the Committee meetings or, if they were located very far away, for Ms. Carithers to interview representatives by phone. Mr. Hanson explained that the Notices for the March meetings could not be put in the utility bills. It was decided copies would be available for distribution. The following members asked for copies: Joyce Freeman(Donner)- 150 Johnny Bass- 50 Maureen Shaughnessy- 100 Bob Ballow- 50 Mr. Hanson explained that the copies would be available at City Hall from Yvonne Calverley anytime after lunch tomorrow. Visitor Comments Michael Hoffman, 176 Camelia Street, spoke in support of district representation. Stephen Kuti, 1132 Linkside Drive, spoke in favor of district representation. He suggested having four commissioners from districts, a mayor at large and changing the Mayor to a four-year term.
