2-8-07 Minutes MINUTES DISTRICT REPRESENTATION STUDY COMMITTEE MEETING February 8, 2007 CITY HALL, 800 SEMINOLE ROAD Attendance IN ATTENDANCE: Chairman Lyman Fletcher Ms. Joan Carver Ms. Carol Anderson Mr. John Fletcher Mr. Johnny Bass Ms. Joyce Freeman Mr. Bob Ballow Mr. Steve Litton Mr. Reed Beaubouef Mr. Norm Thompson Ms. Ann Bowers City Manager/Liaison Jim Hanson ABSENT: Ms. Gail Baker Ms. Kathy Carithers Mr. Jack Robbins Ms. Maureen Shaughnessy Call to Order Chairman Lyman Fletcher called the meeting to order at 7:04 p.m. Approval of Minutes Motion: Approve minutes of January 23,2007 meeting with a change to reflect Ann Bowers was in attendance. Motion carried unanimously. City Manager explained the purpose of the next item is to provide information regarding the services and programs and how they are geographically located. He indicated the Director of Public Safety will be at the next meeting to discuss police services. Mr. Hanson introduced Timmy Johnson, Director of Parks and Recreation to address the parks and recreational programs. City Parks Timmy Johnson, Director of Parks and Recreation presented a slide show, which is attached and made part of this official record as Attachment A. The presentation included Voting Districts, which parks are within each district, and the types of activities offered at those parks. The committee was given an opportunity to ask questions and both Mr. Johnson and Mr. Hanson answered their questions. Chairman Lyman Fletcher asked for comments from the Committee. Joyce Freeman explained the activities at Jordan Park. The committee discussed Passive Parks versus Active Parks, where they are located, park usage, lighting, activities, accessibility to the parks and maintenance of the parks. Chairman Fletcher asked the committee to keep in mind what was discussed today which shows there are some differences in the different areas of the community, different concerns, and how it might ultimately play in terms of having representatives in different areas. Committee Reports Demographics Subcommittee-Norm Thompson referred to statistics and information submitted at the last meeting. He also presented separate maps showing areas by Income Levels, Population Density, Age, and Race. February 8, 2007 DISTRICT REPRESENTATION STUDY COMMITTEE Page 2 He stated he would provide copies of the model charter, which he was unable to bring with him tonight. It was suggested that the Committee research voter apathy, where the elected officials live, and where the City resources are being spent. The Committee stated that information on Public Safety, which will be presented at the next meeting, is crucial. It is important to receive data on what and where the crime is in the City. The Committee also requested information on services such as Yard Waste and Garbage pickup would be valuable in determining whether the different areas of town are satisfied with the public services. One member questioned if the City keeps a complaint database. Mr. Hanson explained that only recently have police databases been kept in an electronic form. They can print a map of where the complaints are,but only since November. Community Meetings Jim Hanson explained three dates were established at the last meeting and he checked with the locations and scheduled each by availability. Chairman Fletcher opened the floor to suggestions for advertising these meetings to the public. It was suggested that they use the Homeowners Association list for sending out some of the notices. The Committee questioned what the Committee wants to ask the citizens to address at the meetings. One question they agreed to was, "Do you feel that your needs are met and you are represented in Atlantic Beach." Chairman Fletcher appointed Carol Anderson, Reed Beaubouef, Steve Litton and Joan Carver to prepare the announcement to the citizens of the meetings. The Committee suggested advertising the meetings through the newspapers, postings at community centers, grocery stores, and churches, notices to public schools for take-home notes to parents, Committee members put notices in their private yards, internet, and insert in water bills. The following Committee members volunteered to attend the following meetings but noted they can attend any of the other meetings also: Adele Grage (March 6) Jordan Park (March 22) Ann Bowers Reed Beaubouef Bob Ballow Steve Litton Joyce Freeman Donner Park (March 19) Carol Anderson John Fletcher February 8, 2007 DISTRICT REPRESENTATION STUDY COMMITTEE Page 3 Mr. Hanson stated the next scheduled meeting is February 19. Speakers for this meeting will be the City Manager of South Daytona, Bruce Corbitt, retired City Council member from Jacksonville Beach, and Chief David Thompson. Visitor Comments Michael Hoffman, 176 Camelia Street, stated the presentation on parks omitted Rose Park. He also explained why he believes west of Mayport Road is not equally represented and stated these issues are why the Committee should get rid of at large districting.
