DISTRICT REPRESENTATION STUDY COMMITTEE MEETING
January 23, 2007

Call to Order Chairman Lyman Fletcher called the meeting to order at 7:00 p.m. The Committee
members introduced themselves for the record. Chairman Fletcher stated the minutes
of the December 13, 2006 meeting have been approved as written.
Subcommittee Chairman Fletcher opened the floor to the subcommittee chairs to briefly state where
Reports their committees are at present.
Joan Carver, Chair—Pros and Cons Subcommittee, stated her committee has met twice
and mentioned that most data found was for cities with populations over 25,000 and
they would like to look at data for cities with less than 25,000 population.
Norm Thompson, Chair—Demographics Subcommittee, stated they have not been able
to meet yet but he has assembled reference and background materials dealing with
population, voting records and district maps and will hand that information out to the
Committee.
Guest Speakers Chairman Fletcher introduced and welcomed Mr. Jerry Holland, Supervisor of
Elections and stated when he completes his presentation the floor will be open to
questions.
Mr.Jerry Holland, Supervisor of Elections spoke to the Committee about the various
options of redistricting. He explained there are several ways Atlantic Beach could set
up districts and how the Commissioners could be elected in those districts. He stated
Atlantic Beach currently has four precincts and is within a City Council district for the
City of Jacksonville because they serve as our County Commission. He stated the
reason Atlantic Beach has four precincts is not related to the fact that there are four
commissioners, it is just a coincidence. He stated there are two options for dividing up
districts, population base or voter base and mentioned the City of Jacksonville divides
their districts by population. He stated if Atlantic Beach elected to have four districts,
either being represented by district commissioners or by residential districts where they

are elected at large, his office could easily craft those precincts to mirror those districts
so it would be easy for a voter to realize they are in whichever precinct. He stated the
Elections Office has a very extensive GIS department and can give a breakdown by
voters because Atlantic Beach would want to have those districts, when they are first
created,to be within 2.5%of each other or the City would not get the equality of one
vote per one representative. He further explained the relationship of the Elections
Office in our redistricting issues and noted what services they can provide for Atlantic
Beach. He stated that they could facilitate whatever we want and does not feel that
they would be a barrier to anything we may suggest or want to do.
Reed Beaubouef asked when the districts and precincts for Atlantic Beach were
actually carved out. Mr. Holland deferred that question to Robert Phillips from his
office who explained that the last change they had was with the annexation of Dutton
Island and the 2002 reapportionment when District 11 was adjusted. There have
always been four districts in Atlantic Beach.
Joan Carver asked if the current precincts are roughly the same size in population. Mr.
Phillips stated they are all around 2,000 registered voters each.
Carol Anderson asked for confirmation that Atlantic Beach can change the precincts as
they are currently drawn as long as we still have the same number of registered voters.
Mr. Holland stated that was correct and if there is a change in precinct, his office takes
care of notifying the voters.
City Manager/Liaison Jim Hanson asked how much lead-time is required to make
changes in the number of districts. Mr. Holland stated,by State law,he still has to take
it to the County Commission for their approval. Any polling location change or
precinct boundary can't be arbitrarily changed without review by the legislative body
that oversees them, which in Atlantic Beach's case is the Jacksonville City Council.
His office would prefer sixty days prior to any election to make those changes but
cannot make changes between a primary and general election.
Lynn Tipton, Director of Membership Development, Florida League of Cities,
gave a slide presentation on the Municipal Charter Review, which is attached and made
part of this official record as Attachment A. Her report addressed the following
topics: Florida's Municipalities, Municipal Charters, Elements of a Charter, Forms of
Government, Charter Review Thoughts, Peer Cities for Atlantic Beach,Atlantic Beach
Today, Council Compositions, Council Seats, Charter Officers, Charter Review Tools,
and Resources.
After a question and answer session and discussion among the Committee and Ms.
Tipton concerning campaign expenses, Mr. Hanson requested that City Clerk Donna
Bussey prepare a report showing the amount it cost to run a campaign for the last two
elections.
Ms. Tipton stated she will send the survey she is preparing to the Committee and
presented the Peer City List to the City Clerk who will circulate it.

Committee Reports Steve Litton stated that the Committee should analyze the data that has been collected
so far by the Sub-Committees. Chairman Fletcher stated they could schedule a working
session and distribute the materials that Dr. Carver's sub-committee has assembled and
as well as the information receive at tonight's meeting. Mr. Thompson stated he also
has some basic reference material dealing with the voting districts and maps prepared
by the Regional Planning Council available for distribution tonight.
It was the consensus of the Committee that the February 8th meeting will be a working
session to review these materials.
Further discussion determined the Committee should also get some public input.
Chairman Fletcher stated they could have public hearings at the Donner,Jordan, and
Adele Grage Centers with specific members of the Committee designated for each
public hearing to ensure there is attendance by the Committee at each of the public
hearings, but all members could attend any of those meetings if their schedules allow.
After discussion it was determined to schedule the meetings in about three weeks
around 7:00 pm.
Chairman Fletcher asked that Subcommittee Chairman Thompson distribute his report
to the Committee and asked that Subcommittee Chairman Carver give her report to the
City Clerk for circulation.
Chairman Fletcher stated he will determine which Committee members will attend
which public hearings and will try to assign those members who live near the
community center to those locations.
Chairman Fletcher requested the City Clerk research when the various Homeowners
Associations meet so members of the Committee can attend those meetings to give
presentations.
It was agreed by the Committee members that it will not be necessary for the Sub-
committees to meet anymore.
