AGENDA ITEM: Request from Friends of Atlantic Beach Elementary for funding
from the City of Atlantic Beach for Landscaping Renovation in
front of School

BACKGROUND: The Friends of Atlantic Beach Elementary have requested in a letter dated
February 1S, 2005 (copy attached) that Atlantic Beach provide some of the
funding for renovation of landscaping in front of the school. The request
is for the City to provide for the installation of atwo-inch irrigation meter
and to pay for the purchase and installation of one date palm.
BUDGET: The cost to install the two-inch irrigation meter would be $ 1,S 10.
This includes the actual city cost of$1,185, along with the capital
impact fee of $ 325. The attachment to their request estimates the
cost of one of the date palms at $3,500. Consequently, the total request
from Friends of Atlantic Beach Elementary to the City of Atlantic Beach
is $ S,O10. There is not enough information to determine how much
revenue the City would receive from the school for monthly water
charges.
RECOMMENDATION: That the City Commission decide whether or not to approve the request.
If funding is approved, then it will be included in the next mid-year budget
ordinance which is expected within the next several weeks.

.. Overview
Atlantic Beach Elementary is an integral part of the conununity. In the last few years, F.A.B.E. and
the City of Atlantic Beach have helped promote and fund several school enrichment programs. This
partnership has accomplished many milestones that would have been diff cult for the school to achieve
without assistance. In addition to the existing programs, F.A.B.E. is beginning a comprehensive school
beautif cation program. Unfortunately many potential school parents don't consider Atlantic Beach
Elementary because of the run down appearance of the school. The landscaping is almost as old as the
school and in desperate need of a facelift. In the initial phase we will focus on landscaping the front of
the school and courtyard area. The existing palms will be re-located, natural berms will be added to
grass areas and new sod will be laid. The front planters will receive holly trees, new ground plantings
and two date palms will anchor the courtyard entry. In addition an irrigation system will be added.
Proiect Cost
This phase is expected to cost approximately $30,000 which includes $7,400 for the two date palms.
.. The date palms will be excluded from the initial landscaping unless they are specifically donated by a
contributor. Please refer to the attached budget for a detailed explanation of expenditures. F.A.B.E.
has raised one-hundered precent of these funds and hopes that the City will be able to participate in this
project.
Timeframe
Atlantic Beach Elementary is in the final stage of receiving permit approval from Duval County
School Board. We anticipate that work will begin in late February and be completed within a six week
timeframe. A general contractor will supervise and perform much of the work with the balance being
• done with school volunteers.
Fundin~Request
F.A.B.E. would like to request that the City of Atlantic Beach help with two expenditures:
• Provide a Z" irrigation meter that will provide the necessary water for the school campus.
• Provide a financial match for one of the date palms.

FACT SHEET
Friends of Atlantic Beach Elementary (F.A.B.E.) is a 501(c) (3) non-profit organization, established to
support Atlantic Beach Elementary. FABE was incorporated in June 2000. The mission of the group is
~~ to raise funds for the benefit of Atlantic Beach Elementary. FABE supporters include school parents,
community members and the City of Atlantic Beach. Monies raised are used for cultural arts, physical
education, technology, and school improvements.
In the last three years FABE, has raised over $140,000. All money raised is contributed to Atlantic
Beach Elementary. For the 2003/04 school yeaz over $50,000 was contributed to the school. Two
• donations had specific designations; Roberts Charitable Trust provides an Art Teacher, Trish Holloway
an additional day per week and Roly Poly Franchise Systems has sponsored the Physical Education
Program with Ms. Penny Rauckis. The Technology Program, Cultural Arts Programs and Teacher
Assistants for first grade and the media center have also been funded by FABE. The following table
summarizes programs that have been sponsored in each year.

In 2004, FABE established a long term Campus Improvement Plan. This plan has three major phases:
- Phase 1: Landscaping School Front
- Phase 2: Teaching Courtyard
- Phase 3: Track and Soccer Fields
Phase 1 work will be completed in early 2005. The funding for this Phase is being provided by FABE
and is budgeted for $30,000. Phase 2, Teaching Courtyazd, is estimated at $50,000. Phase 3, Track
and Soccer Fields, is estimated at $50,000.
Friends of Atlantic Beach Elementary Board Members are: DeJean Melancon, Chairman, Eleanor
.Ashby, Stuart Fore, Laurie Melancon and Jill Jackson. Board members are responsible for fundraising
activities, liaison with the School, SAC and PTA organizations and community relations. For
