AGENDA ITEM: Installation of Pond Liner at Wastewater Treatment Plant No. 1

BACKGROUND: The impervious liner in the effluent holding pond at Wastewater
Treatment Plant No. 1 has deteriorated over the years, and a new liner is needed to meet
Department of Environmental Protection (DEP) requirements.
Bids were advertised and invitations sent to 21 bidders. Only one bidder attended the mandatory
Pre-Bid Meeting and submitted a bid for the project.
The sole bidder was Gruhn May, Inc. and their bid price for the liner installation was $42,842.40.
The bid price does not include contingency, and staff recommends adding an approximate 5%
contingency of $2,158.
BUDGET: A total of $45,000 was budgeted for this project in the Sewer Fund in account
number 410-5508-535-6300.
RECOMMENDATION: Award the Installation of Pond Liner at Wastewater Treatment Plant
No. 1 to Gruhn May, Inc. in the amount of $45,000.
