AGENDA ITEM: Resolution OS-03, accepting and adopting the updated Duval
County Local Hazard Mitigation Strategy (LMS)

BACKGROUND: The LMS is intended to provide aCounty-wide strategy to mitigate dangers
and costs associated with natural and manmade hazards and to provide a list of funding priorities
for mitigation activities before and after a hazardous event occurs within the County. The original
LMS was prepazed in 1999 and must be reviewed and updated every five years.
The full LMS document is very lengthy. A copy is maintained in the Community Development
Department and by the City Clerk. (The LMS Table of Contents is attached to inform the City
Commission of the type and extent of information contained within the LMS document.) In
summary, the LMS...
• is required by FEMA in order for local governments to be found in compliance with
Federal Hazard Mitigation standards;
• must be adopted by all local governments within Duval County;
• is prepared by a group of 25-30 "partners," both private and public, with technical
assistance provided by the Northeast Florida Regional Planning Council and the Duval
County Emergency Preparedness Division;
• identifies and ranks hazards the County is most at risk to encounter, i.e. hurricanes,
tornados, flood, drought and wildfires; earthquakes;
• contains maps, demographic and land use data, and identifies populations most at risk to
these various hazazds;
• establishes goals and policies and strategies intended to minimize adverse effects from
hazard occurrences;
• includes a list of prioritized projects intended to mitigate or reduce hazards; and
• identifies potential Federal funding programs and sources. Projects generally must be
identified during the Prioritization Process to be eligible for funding.
BUDGET: No budget issues; however, adoption of the updated LMS is required in order to be
eligible to apply for certain grants and funding assistance.
RECOMMENDATION: Approval of Resolution Number OS-03, accepting and adopting the
updated Duval County Local Hazard Mitigation Strategy Document.

A Resolution of the City Commission of the City of Atlantic Beach,
Accepting and Adopting the Updated Duval County Local Hazard
Mitigation Strategy Document
WHEREAS, the City of 3acksonville Mayor's Security and Emergency
Preparedness Planning Council (SEPPC) serves as the Local Mitigation Strategy (LMS)
Working Group and includes representation from the City of Atlantic Beach; and
WHEREAS, The Duval County Local Mitigation Strategy has been updated by
the LMS Strategy Working Group and Duval County Emergency Preparedness to meet
. federal requirements; and
WHEREAS, this Local Mitigation Strategy is intended to provided a strategy to
mitigate dangers and costs associated with natural and manmade hazards and to provide a
priority for mitigation activities before and after a hazardous event occurring in Duval
County; and
WHEREAS, the Duval County LMS Working Group has completed an update to
the Local Mitigation Strategy, which has been reviewed by the Florida State Department
of Community Affairs and the Federal Emergency Management agency necessitating
revision and re-adoption of the document throughout Duval County.
NOW THEREFORE, BE IT RESOLVED that the City of Atlantic Beach
accepts and adopts the updated Duval County Local Mitigation Strategy and assigns
review and maintenance responsibilities of the LMS to the Local Mitigation
Strategy Working Group to be coordinated by the Duval County Emergency
Preparedness Division fvith review and re-adoption by the City Commission at least
once every five years.

Throughout the past two years, the Duval Prepares Partnership along with the
Northeast Florida Regional Council has been working to update the Duval
County Local Mitigation Strategy (LMS) document. Updates to this document are
based on new Federal guidelines established by the Federal Emergency
Management Agency (FEMA).
In order for Duval County and its associated municipalities to remain eligible for
hazard mitigation grant funds, the LMS must be adopted by each jurisdiction
through resolution by May 1 S~ 2005. The LMS has been approved by the Duval
Prepares LMS Working Group, the Mayor's Security and Emergency
Preparedness Planning Council, the State of Florida Department of Emergency
Management, and FEMA.
Attached is a copy of the updated Local Mitigation Strategy along with the
resolution for adoption. A staff representative from the Northeast Florida
Regional Council and the Emergency Preparedness Division will attend the
adoption to provide assistance and answer questions.

for compliance with the Federal Hazard Mitigation Planning standards contained in 44 CFR
. 201/6(b)-(d}. Based on our review and continents, the Duval County LMS has developed and
submitted all the necessary revisions. Our staff has reviewed and approved these revisions.
VJe have determined the revised Duval County L~tIS is now compliant with Federal standards,
subject to formal community adoption. Upon submittal of a copy of the County and participating
jurisdiction's adoption documentation to our off ce, we will issue formal approval of the Duval
County LIvIS.
