It should be dwinkworld@mac.com Quick question for possible discussion: would it be possible to have a COAB web page established for our committee that would allow citizens to input questions and feedback,perhaps like the one way channel citizens or HOA's can contact the city now for issues? Maybe a listsery or Constant Contact type of communication channel so updates from the committee can be broadcast to those signing up as interested in actions taken. Would it be possible to have a Dropbox or FTP site set up for all our resource documents as we progress through the work? This was most helpful for the Police Building committee several years ago. Appreciate your consideration or whatever the group would find more useful. You had asked for several things from each of us at the end of the last meeting on 31 August, so wanted to respond below. 1. When absent for meetings: October 5th 2. What info or documents need from City Hall? a. Copies of the original 2004 and 2014 Beach Nourishment contract and MOU with Duval (plus any addenda that adjust the contract terms for this MOU). b. From police CAD (dispatch) what is the record of where parking tickets have been issued over the past 3 years, plus towing citations or tickets obstructing the street or driveways. It would be helpful to know where issued and time of day,plus whether tag was out of state,FL, or local resident. Also, how many citations, break-ins, litter violations, weapons confiscations or arrests have been made at COAB parking areas? c. Copies of the COAB current procedure for towing illegally parked or obstructing traffic violators. Where and time of day and whether tag was out of state, FL, or local. d. Copies of COAB current procedure for dealing with Right Of Way violations and who in the city is responsible for enforcing this ordinance? e. Copies of the COAB ordinance for Line of Sight law for COAB intersections and who is responsible for enforcing this ordinance? f. Copies of how city determines where crosswalks are located? Who decides? What is the current process for adding or changing crosswalks in the City. g. Copy of the COAB current pedestrian and bike plan. I-Iow are lighted crossings decided upon? h. Copy of any empirical data from traffic counters on the traffic flows and peak times within COAB? 1 i. Copy of Town Center Kiosk study mentioned by Mr. Handline Aug. 31st. 3. Which experts do we want to hear from? a. Kevin Bodge of Olsen Associates who does beach nourishment assessment for Duval County. b. Whomever in Neptune &Jax Beach that decided that paid parking is okay for beach access areas? c. NE Florida TPO on their Pedestrian Study recommendations for our area d. Kiosk vendor being considered by Neptune Beach Town Center e. Facebook live or Skype with Delray Beach officials on how the kiosks are working out for their residential and commercial areas. 4. Top 4-5 priorities for group? a. Determine best approach for parking in Town Center,to include recommendations for kiosks, a parking garage partnership with land owners, and public transportation(including UBER option). b. Recommend an equitable approach for beach access parking that balances the needs of the residents and the access options for visitors while meeting beach nourishment expectations while increasing bike/electric cart access. c. Recommend changes to the City ordinances to improve ROW usage and parking accommodations, including handicapped and seasonal lifeguards. d. Determine if the committee would benefit from a Pedestrian subcommittee patterned after the Environmental Stewardship Committee Tree subcommittee. e. That being said, I believe the following would address the obvious safety issues: cap 1. Change parking slots on the south side of 18th between Ocean Grove and Beach to one he remaining spaces to diagonal parking parallel parking slot directly behind the bike rack. Relocating slot to 19th just makes common sense as the 19th Streebeach access is one of the few that behind the hand capped parking (in are wheelchair accessible in the city. Changing the remaining nos attached a drawing reflecting my thoughts for 18th street. (I don't know if the angle I propose on the North 1 side is lawful for a two-way street but it makes more sense than reversing it and making folks make an illegal U-turn or first access up Beach or Ocean Grove from the south.) I also believe we must re-design the stairs of the access so they end 10-15 feet further back from the street. Currently, there is no place for people to stop collect their paraphernalia on leaving the walkway except the middle of the street. I don't know if there are any encroachment issues caused by the octagonal condos but it would seem, if we could widen the entire stairway area for the first 10-15 feet,that too could help immensely. Ideally the beach access right-of-way is wide enough so eventually the city could relocate the shower to the access like we have done on 19th? As requested, here are proposed "Priorities" for the committee? 1. Come up with viable parking solutions for 18th and 19th streets (this is just low hanging fruit as several safety issues can be easily remedied by simply remarking the streets. As parking issues on the street decline dramatically over the winter months,the changes can be implemented early so confusion during the summer months will be minimized.) 2. Request an opinion from the City Attorney to identify any restraints on parking solutions which may impact the Army Corps of Engineers' beach re-nourishment project. 3. Addressing a "pay for parking" solution for the Town Center that can be extended citywide. 4. Identify legal and " de facto" parking areas throughout the city (to include Johansen Park and the two triangular properties at theintersections of Seminole and East Coast and Seminole and Ocean). 5. Identify and evaluate the appropriateness of"re-capturing" encroached areas impacting identified parking. 6. Identify additional parking slots/public transportation options (Beach Buggy/JTA) in compliance with Corps requirements 7. From the identified parking, develop city-wide parking zones which can be incorporated into the pay- for-parking system. 8. Evaluate whether parking for Jack Russell park is adequate.
