Exh 4CAGENDA ITEM #4C ~r APRIL 25, 2005 CITY OF ATLANTIC BEACH CITY COMMISSIONER MEETING ~ STAFF REPORT AGENDA ITEM: Approve the selection of Springsted Incorporated to conduct a City Classification & Pay Study update and authorize the City Manager to sign appropriate documents. SUBMITTED BY: George Foster, Human Resource Manager DATE: April 19, 2005 BACKGROUND: On October 1, 2001 the City implemented the recommendations of a Classification and Pay Study with an intent to update the data every 3 to 5 years. During union negotiations, the issue of classification and pay has been one of the major issues discussed; therefore, we are recommending `r that a classification and pay update be conducted at this time. Sec 2-336 of the Atlantic Beach Code allows services to be procured from other governmental contracts. In this case, Jacksonville Beach has just completed, through the RFP competitive process, entering into ~,~, a contract with Springsted Incorporated for an update to their Classification and Pay plan. By utilization of the same consultant as Jacksonville Beach, the cost for the update will be considerably less at $9,000 plus $1,200 for each trip to Atlantic Beach. This cost savings is based upon the fact that Springsted has also started collecting the information for Jacksonville Beach that would be needed for out'study; therefore, we are able to save both time and money by piggybacking with the Jacksonville Beach contract. In the event that trips to Atlantic Beach are in conjunction with trips scheduled to Jacksonville Beach, we will also save additional funds, as the consultant will reduce trip expenses accordingly. BUDGET: If approved, funding for this action will be included within a midyear budget modification. RECOMMENDATION: That the City Commission approve the selection of Springsted Incorporated to conduct a City Classification & Pay Study update at a cost of $9,000 plus $1,200 for each trip to Atlantic Beach and authorize the City Manager to enter into and sign appropriate documents.
