AGENDA ITEM: Installation of Freedom Shrine

.. BACKGROUND: The Exchange Club. of Jacksonville Beaches would like to dedicate a
Freedom Shrine in the Atlantic Beach City Hall. This consists of
' ' authentic copies of either 19 or 28 historical American documents that
shape the national character and prove that the freedom and greatness
enjoyed today was not purchased easily. The focus of Exchange Clubs
nationwide include both prevention of child abuse and Americanism.
Dedication of the Freedom Shrines has been an annual project by many of
the Exchange Clubs across the country. If approved, the cost of the
documents would be borne by the Exchange Club as well as the initial
installation. The city's obligation would be to continue to display them
for public view either in City Hall, the Adele Grage Cultural Center or in
other public buildings for an indefinite time period.
The 28-document arrangement will require a wall length of approximately
28 feet. The main lobby walls in City Hall are approximately 24 '/Z feet in
` length although there are a number of other sidewalls where some of the
documents could be hung. Some of the less important documents could
also be located in the hallways leading back to the offices, although they
' ' would not be as visible to the public as in the lobby. However, because
the 28-document layout may appear a bit crowded on the main lobby walls
at City Hall, a possible option would be to request the 19-document
' " version instead.
BUDGET: This installation would not cost the City of Atlantic Beach any money.
RECOMMENDATION: The City Commission should decide whether or not City Hall is the
appropriate place to display these documents and if this gift should be
accepted from the Jacksonville Beach Exchange Club.

Purpose
Developed by The National Exchange Club, the Free-
dom Shrine originated from the Freedom Train that toured
the nation in 1947 carrying an exhibit of historic documents.
The underlying purpose of the Freedom Shrine is twofold. It
puts before young Americans proof that the freedom and
greatness we enjoy today were not purchased easily and re-
mindsthem that these gifts must be cherished and protected.
Painstakingly researched to guarantee absolute authenticity,
the 28 historical American documents that comprise the '-`
Shrine were carefully chosen to exemplify the beginnings of
our nation and those subsequent turning points of impor-
tance which shaped our national character and eminence.
The documents of the Shrine, although culled from the past,
represent foundation stones which permit the present, as we
know it, to exist and the future, as we dream it, to be attain-
able.
Thousands of Shrines have been dedicated throughout
the United States and Puerto Rico in universities, libraries,
schools, state capitals, city halls and at American outposts
scattered throughout the world.
The Shrine is a display of historical documents photo-
graphically reproduced from the originals and permanently
laminated to individual non-warping plaques finished in a
variety of wood grain finishes. It is a functional tool used by
teachers, students, study groups and other clubs to further
study American history. Exchange prints a study tool called
the Freedom Shrine Documents Textbook which contains
the texts of the documents of the Shrine. It can be used to
inspire essay and speech contests, and to prepare for the
Milestones of Freedom quiz. For more information on Free-

quarters.
Cosponsorship
Although the Shrine is an exclusive project of Exchange
Clubs, they could not have accomplished the task alone.
Hundreds of businesses, industries and private individuals
have provided financial assistance. Such Americans have
helped to buttress the foundation stones ofAmerica byplant-
ingthe seeds of our heritage in young minds to ensure a rich
harvest of citizenship in the future.
The Shrine is a beneficial community relations project.
It provides a company with an opportunity to present a com-
munity with a gift of unquestioned value and prestige. A
cosponsor shares the spotlight of public attention which is
illuminated during the ceremonial dedication of the Shrine.

The name of the cosponsor is permanently displayed on the
Shrine in the form of a beautiful bronze plaque.
