Tho~ ,Chief of Police/DPS Research by Don Ford, Building Official BACKGROUND: At the Monday, Apri125, 2005 City Commission Meeting, Commissioner Waters raised the issue of numerical addresses on Seminole Road being inconsistent. Specifically, he related an incident when, due to the numbering, a police officer had to stop and turn around to find an address on Seminole Road. Staff was asked to check into this problem and report back the fmdings to the City Commission. History: The numbers on the east and west sides of Seminole Road do not correspond from approximately 18`~ Street to Garden Court. Please see the attached map with the .. highlighted numerical addresses. ' Until the 1980s, the west side of Seminole Road was actually in the City of Jacksonville. . As a result, Jacksonville established the numbers for the houses fronting on the west side of Seminole Road. At that time, the numbers did not correspond to the houses on the east side of Seminole Road. When this area was annexed into Atlantic Beach, the discrepancies were noted, and no action was taken to rectify the problem with numbering. This issue was brought to the City Commission in May and June of 1990, but no action was taken. A number of residents who would have been affected by changing the addresses expressed opposition to changing them. Today: Currently, there are approximately forty (40) residences on the west side of Seminole Road with addresses that do not correspond with the east side of Seminole Road. Public Safety Issues: Due to the inconsistencies in house numbers, there are going to be occasions when police, fire, and/or rescue personnel are delayed in responding to problems at those addresses. Although most emergency responders become familiar with the numbering differences, there are constantly new people being hired that will not know about the numbering problems. Occasionally, there are going to be delays, perhaps a minute or two, in the responses to these residences. AGENDA ITEM #8C MAY 9, 2005 • Homeowner Issues: Changing the numerical addresses can create some significant inconveniences for residents. Addresses would need to be changed on utility bills, vehicle registrations, driver's Licenses, insurance paperwork, deeds and mortgages, and virtually all other businesses and personal acquaintance correspondence. Typically, some people will lose touch with some infrequent, long term friends who do not receive the updated address information. Stationary and return address labels will need to be replaced, and the list of adjustments can be extensive. Balance: The issue as to whether or not to require changes in the numbering of the .. residences becomes one of balancing interests. Based on probabilities, it is unlikely that a slight delay in emergency response time will be significant to residents. However, the delay of emergency services for one (1) or two (2) minutes may be critical when the heart rate and/or respiration of an individual have ceased.
