Exh 7AAGENDA ITEM #7A MAY 23, 2005 ' CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Ordinance 58-OS-31 amending Chapter 2, Article VI, Division IV, section 310.27 of the City's code of ordinances to increase the police employee pension contribution rate from 1% to 2% to the Police Pension Fund SUBMITTED BY: Nelson Van Liere Finance Director, Plan Administrator DATE: May 12, 2005 BACKGROUND: Approval of the attached ordinance is necessary in order to affect the desired cost reductions discussed earlier with the City Commission during budget workshops and union negotiations. The proposed ordinance will increase the percentage of member • contributions from 1% to 2% for most police employees. The change is expected to save the city $8,197 per year based on • actuarial estimates. The City has received a ratified police employee union contract with this provision agreed to. Implementation of the new rates will be completed as soon as it is administratively feasible after final approval from the State of Florida and the City Commission. • BUDGET: The actuary impact statement estimates an annual savings of $8,197 per year, however this will have no effect on the current • year's budget. NLEMBER CONTRIBUTIONS TO PROVIDE FOR SEVERABILITY; TO PROVIDE FOR AN EFFECTIVE DATE. WHEREAS, the City is in the process of repackaging the mix of salary and benefits provided by having approved an above market sal ary rate adjustment to partially be off- set by an increase in the deduction for pension contributions, and WHEREAS, it is the City's intent to achieve competitiveness in the local azea with respect to salary and benefits offered to police employees, and :'WHEREAS, the City and the police employee bargaining unit have ratified a contract :including terms consistent with this amendment, and NOW, THEREFORE, BE IT ENACTED BY THE CITY COMAHSSION 4N BEHALF OF THE PEOPLE OF THE CITY OF ATLANTIC BEACH, FLORIDA, that; SECTION 1. Amending Chapter 2 Administration, Article VI Employee Benefits, Division IV Police Officers Retirement System as follows: Sec. 2-310,27, Member contributions. (a) Member contributions for benefit group police bargaining unit members covered by the current collective bargaining unit collective bargaining agreement shall be eoe-~~-} two 2 percent of salary and for other benefit group police members shall be four and eight~Iiundred fifteen thousandths'(4,g15)peycent of sal be deducted from the member's pay and paid over into the retirement syst m each payer period. SECTION 2.
