AGENDA ITEM: Property Exchange at Wastewater Plant No. 2

BACKGROUND: Ms. Peggy Cornelius recently purchased a 0.9 acre piece of property
adjacent to the City's Wastewater Treatment Plant No. 2 (739 Renault). This property fronts on
Mayport Road. The City owns the 1.34 acre lot directly to the south of Ms. Cornelius' property,
which also fronts on Mayport Road.
Ms. Cornelius expressed an interest in exchanging her 0.94 acre property for an equal acreage of
the Gity's lot. She plans to build retail offices and believes the City's lot would be more
beneficial for her use. City staff believes the swap would be in the City's interest because the
property adjacent to the wastewater plant could be used if needed for a treatment plant upgrade or
expansion in the future.
Staff would like to investigate further by proceeding with requests to obtain appraisals for the
two properties, and gathering other information that may be needed to complete a transaction.
BUDGET: Staff may need to spend approximately $2000 for an appraisal of the City's property.
This amount is available in the Sewer Fund under account number 410-5508-535-3100.
RECOMMENDATION: Authorize staff to proceed with investigation and work to prepare
necessary documents for the property exchange if deemed in the City's best interest.
