Adjourn MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON MONDAY, APRIL 14, 1975, AT 8:00 P. M. PRESENT: L. W. Minton, Jr. Mayor Pro Tem Robert R. Rosborough F. W. Fogg Robert B. Cook, Sr. , Commissioners AND R. C. Vogel, City Manager Gloria June Knight, City Clerk ABSENT: William S. Howell, Mayor-Commissioner Oliver C. Ball, City Attorney The meeting was called to order by Mayor Pro Tem, Mr. Minton. The invocation was given by Commissioner Rosborough, followed by the pledge to the flag. The minutes of the meeting of March 24, 1975 were approved as written upon a motion by Commissioner Cook, seconded by Commissioner Rosborough and carried. Recognition of Visitors Mrs. Sarah Bennett, 1012 Cedar Street, Neptune Beach, stated that on March 24, 1975 she requested permission to place a mobile home on Lots 4 & 5, Block 87 , Section H. She stated that at the time she applied for permission it was the policy of the City Commission to allow trailers in Section H provided they met the guidelines as set forth by the City Commission. Mrs. Bennett stated that her request had been denied and asked that her application be reconsidered. Mayor Pro Tem stated that the City Commission would reconsider the matter. Rou-land Martin Rowland Martin, owner of Martin Oil Company, stated that he had an option to buy property on Mayport Road and Ardella. He would like to construct an independent service station. Mr. Vogel stated that the property is properly zoned for a service station. Mayor Pro Tem Minton stated that if it would not be a hardship for Mr. Martin, that this item be placed on the agenda for the next meeting. Mr. Martin requested that he be placed on the agenda for the next regu- lar meeting. MINUTES APRIL 14, 1975 PAGE TWO Water and Sewer Service Re: Harry Warnock Lots 21 & 22 Ocean Grove Mr. Joseph Warnock, brother of Harry Warnock, stated that he would like water and sewer service on Lots 21 & 22 Ocean Grove, North Atlantic Beach. Commissioner Cook moved, seconded by Commissioner Fogg and carried that the City Commission abide by the policy set by the commission; no water or sewer connections outside the city limits. Water and Sewer Service Re: Harvey Warnock Lot 3 Ocean Grove Mr. Harvey Warnock requested water and sewer service on Lot 3 Ocean Grove, North Atlantic Beach. This property is located on 16th Street directly across the street from the city limits . Commissioner Rosbcrough moved, seconded by Commissioner Fogg and carried that this request be tabled and turned over to the city engineer for study and recommendations . Charles Bratcher Re: Seafood Market, 750 Mayport Road Mr. Vogel stated that Mr. Bratcher intends to open a convenient in and out seafood market to be located at 750 Mayport Road. The zoning is correct for a retail market. They will need approval from the Public Health Department. It was moved by Commissioner Rosborough, seconded by Commissioner Fogg and carried that the seafood market be approved subject to meeting the requirements of the various agen- cies. Ann Moench Re: Variance on Lots 5 & 6 Block 39 Atlantic Beach Mrs. Adelaide Kirkpatrick, 1242 Beach Avenue, requested a variance on Lots 5 & 6 Block 39 Atlantic Beach. After discussion, it was moved by Commissioner Rosborough, seconded by Commissioner Fogg and carried that this request be referred to the Advisory Planning Board for study and recommendations. Appointment of Members to Beaches Study Commission The following people were nominated and appointed to the Beaches Study Commission. Mr. R. L. Wardrep Mrs , Eloise Claiborne Mr. John Morris MINUTES APRIL 14, 1975 PAGE THREE Commissioner Cook presented a drawing of the proposed additional parking spaces at the City Halle He stated that he had discussed this with the Director of Public Works and that the work can be done by this department , Commissioner Cook recommended that each space be designated for personnel at City Hallo Mayor Pro Tem suggested that cost figures be presented at the next City Commission meeting and then action will be taken.
