The Chair recognized Mr. Walter Parks, City Engineer,who requested
authority to submit a change order associated with the current
DA project. This additive change order, in the amount of
$1,167.17 in favor of Charles Smith & Sons, Inc. , involved the
installation of a water system connection and fittings at Selva
Marina and Saturiba Drives. Mr. Parks explained that this connection,
which had not been constructed by B. B. McCormick & Sons in accord
with pertinent plans, was included in the "as-builts."
Motion: Approve the change order and instruct Mr. Parks Cook X X

Mayor Howell recognized Carl Stuck', Chief of Police, who advised
the Commission of a serious malfunction of one of the fire
engines, i.e., a rupture of the main water tank on the 2nd primary
engine. He injected that Fowler Industries was the only company
willing to undertake the emergency work at that time, and that the
firm had agreed to perform on a cost plus basis. Mr. Stuck!
pointed out that the job was complete in 58 consecutive working
working hours at a cost of $1395.

Mr. Lowell Wood was recognized in reference to his written report
to the Commission concerning a break-in at Donner Park. He
reported that all equipment, costing approximately $400, was stolen
frau the park. He added that the Citizens for Progress Committee
had met and felt they should replace the equipment_ since the

location of the break-in occurred in their community. The Mayor
expressed the hope the police could help in locating sane of the
stolen items.
Mayor Howell recognized Mr. Robert Goll, of Goll and Associates.
Mr. Goll asserted that revised plans had been submitted to
Coastal Plains Regional Commission for the sewer outfall project
and that the City should be notified sometime in September about
award of the grant. He added that HUD still had not received
their funds, but a second notice as required, would be published
requesting release of funds fran HUD. Mr. Goll also inquired
if the Commission had studied the proposal for professional
services covering the City's needs for a five year capital
improvement program. Mayor Howell suggested this iter be taken
up in the budget workshop meetings with the view of including the
program in the 1977-78 budget.
Mayor Howell presented and read in full Resolution 77-7 covering
budget transfers in the 1976-77 budget. Commissioner Cook inquired
as to the necessity of voting on items already approved; in this
connection, Mr. Vogel explained that each line item indicates the
account being charged as, in sane instances, the departments
only had $100 each allocated to the capital account in the 1976-77
budget. Mayor Howell suggested that in the future, overspent accounts
should be brought to the Commission's attention at that time.
Commission agreed. Mr. Vogel pointed out that this Resolution also
covers the transfer of $10,772 to the Parts Account No. 404, and
$2,728 to the public safety Account No. 3-1000, frau the unbudgeted
antirecession funds.
Motion: Adopt Resolution 77-9 - Budget Transfers for Cook X

The Commission agreed to set up a workshop budget meeting during
Labor Day week.
There being no further business, Mayor Howell declared that the
meeting be adjourned.
