The meeting was called to order by Mayor Pro Tem. , Mr. Mhoon,
who stated he was acting as Pro Tem. , since Mayor Howell was
out of town attending a Florida League Board of Directors '
meeting. The invocation was given by Commissioner Cook follow-
ed by the pledge to the flag.

recognition of Visitors
The chair recognized Mr. Paul Steckla, City Building Inspector,
who stated Mayor Howell had requested that the Commission be
advised of the construction of a structure on 329 11th Street,
Mr. Steckla stated a building permit had been issued on 4/26/77,
based on information contained in the application and that
some of the data was false . He explained that he placed a
stop order on the premises inasmuch as the building was a
residence and not an accessory structure. Mayor Pro Tem. Mhoon
suggested the matter be turned over to a committee of one,
Commissioner Jensen, and requested that the latter report back
at the next meeting (or by telephone if expedient) .
Mayor Pro Tem. Mhoon recognized Mr. John Gearhard, 328 10th St. ,
who stated he had issued a complaint to the Commission on
April 11 , 1977, about hogs and piglets at 1020 West Plaza and
understood Mr. Steckla, City Inspector, would investigate the
matter. As nothing has been done, Mr. Gearhard inquired as to
the progress . Mr. Steckla stated he had been working in con-
cert with the City Department of Health, Jacksonville, who
served an oral notice to the owner of the property and they
were to pursue the matter further. Mr. Steckla presented Mr.
Gearhard the name and telephone number of the representative
pm the City Department of Health.

Correspondence - Thorne S . Ford re Dog Ordinance
The chair recognized Mr. Ford, 369 7th Street, who stated
he had submitted a letter enclosing 27 names on a petition
against the running-at-large of dogs . Mayor Pro Tem. Mhoon
thanked Mr. Ford and stated a new dog ordinance would be
presented later on in the meeting on first reading. He
added that the Public Hearing would be held on June 13, 1977 .
Unfinished Business
A. Bid Award - Public Works Trucks
Mayor Pro Tem. Mhoon stated a meeting had been held to con-
sider the two bids on Public Works trucks, and it was the
committee ' s opinion that Lee Chevrolet, Inc. , the low bidder
at $7894.00, should be awarded the bid.

B. Multi-family Apartment - Public Hearing P .U.D.
William H. Burton
Mayor Pro Tem. recognized Mr. Burton who presented plot
plans for a four-unit apartment building to be located on
Ahern street. Mayor Pro Tem. Mhoon then declared the meet-
ing in session for a public hearing. After a short discus-
sion concerning set-back lines, proper heating and air,
and parking space, the Mayor Pro Tem. declared the Public
Hearing closed.

C. Atlantic Gardens Cemetery - Mr. Ahern
The chair recognized Mr. Ahern, who presented master plans
of the proposed cemetery for the Commission' s approval, and
stated the plans had been approved by the Advisory Planning
Board and the State, subject to approval by the City of
a}lantic Beach. Mr. Ahern advised that the State requires
minimum of three acres to be fully developed prior to
consummation of sale of lots . After a short discussion on
size of lots, number of graves per plot and walkways, it
was suggested a motion be made to approve the proposed
master plan.

D. American National Bank - Public Hearing P.U.D.-Mr.Wassen
Mr. Wassen, representative for the American National Bank,
who was recognized by the Mayor Pro Tem. stated he had met
with the Advisory Planning Board several weeks ago, and that
the plot plans had been approved at that time. He presented
revised plans showing a turn-around to provide ingress and
egress to the development via Cutlass Drive . The emplace-
ment of Mr. Wassen stated their engineer felt two 48" culverts
at Cutlass Drive was discussed with Mr. Parks stating he
would investigate this and be in touch with Mr. Haines,
Engineer for the bank. Mayor Pro Tem. Mhoon then declared
the meeting in session for a public hearing. Mrs . Gregg
questioned the necessity of having the entrance at Cutlass
Drive. After a lengthy discussion, the Mayor Pro Tem.
Glared the Public Hearing closed.
Motion: Approve the concept of P .U.D. subject to Cook x x
resolving minor deficiencies concerning Jensen x x
drainage which are to be resolved by the Mhoon x
developer and Mr. Parks

small building to be constructed on Edgar and Mayport Rd.
for use as a paint shop.

Miscellaneous Business
IA. Chlorinators for Water Plant
Mr. Vogel stated that the City had endless trouble with the
existing chlorinator, including service and parts, and that
Mr. Hilliard had recommended the City purchase a new small
chlorinator to be activated by individual pumps (cost to be
approximately $2, 300 for two) . Mr. Parks stated he would
like to pursue the matter further. Commissioner Jensen
indicated that the chlorinators should be put out for bids .
Motion: Refer purchase of chlorinators to Mr. Cook x x

consideration and to report back at the Mhoon x
next meeting with a call for bids if
approved.

Commissioner Jensen commented that Mayor Pro Tem. Mhoon did
an outstanding job in conducting the meeting.
