The invocation was given by Commissioner Minton, followed by the pledge to the flag. Approval of the minutes of February 14 , 1977 : Motion: That the minutes of the regular City Jensen X X Commission Meeting of February 14, .Mhoon X X 1977 be approved as submitted. Minton , X Howell X * * * * * * * * * * Recognition of Visitors Mayor Howell recognized Mrs. Ruth Gregg, who asked the Commission to enforce Ordinance #90-74-64 passed 6/24/74 covering more than 1 family living in a single family dwelling. The Mayor agreed to send copies of the Ordinance to the Real Estate board and request distribution to the local agencies. Correspondence The chair recognized Mr. Vincent J. Pastore, who gave a brief description with pictures of his proposed townhouses now under construction in North Atlantic Beach. He inquired as to the possibility of being served water by the City of Atlantic Beach, instead of purchasing a water plant capable of producing 10, 000 gallons per day. The Mayor informed Mr. Pastore the City would be pleased to serve the townhouses outside the City providing he could wait until the City ' s new water plant is assured, and Mr. Pastore had acquired approval of the permitting agencies. The Mayor recognized Mr. Ed Ashurian, who informed the Commission he would like to appeal a decision of the City Inspector to deny him permission to obtain permits for signs advertising homes on Belvedere. He showed pictures of signs (which he felt violated the Code) at other locations to support his appeal . Mayor Howell stated that directional signs under certain conditions were authorized. After a lenghty discussion, the Commission agreed that Mr. Ashurian could only have 4 directional signs not on public property, 3 ' x 4 ' , 1000 ' apart, and provided application was made therefor in accord with the Code. Permission to erect a sign on Atlantic Boulevard advertising Windsor Homes was denied. The latter sign would be permitted when construction of the business office on the property was underway. Commissioner Mhoon requested Mr. Paul Steckla to investigate each allegation of sign violationp Mr. Ashurian presented to the Commission and to report back at the next meeting. Commission agreed. B. Mr. Parks - Public Works Mr. Parks informed the Commission the plans should be ready to advertise for bids by March 15, 1977, that bid proposals should be returned by April 15, and that construction should commence by May 4, 1977 . Report of Committee A. Award of Dump Truck Bid Commissioner Jensen recommended that Lee Chevrolet be awarded the bid. He added that the firm was the low bidder; their service is excellent, and according to Mr. Dick Hilliard, interchangeability of parts with other trucks was a big consideration. Motion: Accept Committee recommendation to Jensen X award the dump truck bid to Lee Mhoon X X Chevrolet in the amount of Minton X X $11, 946. 00 . Ordinance 25-77-12 - Third reading - Public Hearing AN ORDINANCE OF THE CITY OF ATLANTIC BEACH, FLORIDA AMENDING THAT CERTAIN ORDINANCE NO. 25-77-11, PERTAINING TO REQUIREMENTS FOR COMPLIANCE WITH THE NATIONAL FLOOD INSURANCE ACT OF 1968; PROVIDING AN EFFECTIVE DATE. Said Ordinance was presented in full, in writing, and read on third and final reading by Mayor Howell . Said Ordinance was posted in line with charter requirements. Mayor Howell then declared the meeting in session for a public hearing. As no one spoke for or against, Mayor Howell declared the public hearing closed. Ordinance #25-77-13 - Second Reading AN ORDINANCE AMENDING PART OF ARTICLE III, BUILDING CODE, SECTION 6-8 . ADOPTION OF THE SOUTHERN STANDARD BUILDING CODE CURRENT 1 EDITION. Said Ordinance was presented in full, in writing, and read by title only, on second reading by Mayor Howell . Motion: Said Ordinance be passed on second Jensen X reading, by title only. Mhoon X X MintoX X Howell X Public Hearing to be held March 14, 1977 * * * * * * * * * * Miscellaneous Business Mayor Howell suggested to the Commission that a study be undertaken with the view of reducing the electric utility tax imposed by the City of Atlantic Beach. He stated that the two rate increases announced by JEA would result in an obvious windfall to the City and that lowering the tax will have the effect of reducing the Page Four V V Minutes Names of February 28, 1977 Commrs. M S Y N gross payment for electricity charged to the Citizens of Atlantic Beach. The Commission agreed unanimously and instructed the City Manager to report back at the next meeting on March 14, 1977, with a determination of the lowest reduction that is feasible for the Commission ' s consideration.
